SHRI RANDEEP SINGH SURJEWALA: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) the list of Central and State digital portals used for procurement of crops at Minimum Support Price (MSP) and also the number of farmers denied MSP procurement due to digital/registration failures in the last 24 months, State-wise; (b) the State-wise total estimated production and procurement of cotton by Cotton Corporation of India (CCI) during Kharif 2025-26 and also the number of farmers denied MSP owing to the glitches/failures in the CCI app; and (c) measures taken to compensate farmers denied MSP either on account of App failure or otherwise including payment of difference by Government and the amounts released, particularly for Cotton, Bajara, Moong and other Kharif crops? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI RAMNATH THAKUR) (a) to (c): Procurement of coarse grains is regulated by guidelines for allocation, distribution, and disposal of coarse grains (Jowar, Bajra, Maize & Ragi, etc.) and 6 minor millets procured by the States/FI. Under these guidelines, States are allowed to procure these commodities in Decentralised Procurement mode from farmers at Minimum Support Price (MSP) for distribution under Targeted Public Distribution System (TPDS)/Other Welfare Schemes (OWS). The number of Farmers benefited from coarse grains during the last 2 years is given in Annexure –I, and data on coarse-grain procurement and farmers benefited from MSP for the last 2 years is given in Annexure –II. The State-wise total estimated production and procurement of cotton by the Cotton Corporation of India (CCI) during cotton season 2025–26 is given in Annexure-III.
