DIGITISATION OF COURTS IN TAMIL NADU

Will the Minister of LAW AND JUSTICE be pleased to state:
(a) whether the Government has reviewed the progress of digitisation of courts in Tamil
Nadu under the e-Courts Mission Mode Project and if so, the extent to which it has
improved access to justice and efficiency of court functioning;
(b) the number of district and subordinate courts in the State that have been enabled with
e-filing, virtual hearings, digital records, and video-conferencing facilities during the
last three years;
(c) whether the introduction of digital services has reduced pendency, improved
transparency, and facilitated easier access for litigants and advocates, particularly in
remote districts, if so, the details thereof;
(d) the amount of funds allocated, released, and utilised for strengthening digital
infrastructure and capacity building of courts in Tamil Nadu; and
(e) the steps being taken to expand digital court services, enhance user-friendly platforms,
and ensure that the benefits of technology-enabled justice delivery reach all sections of
society across the State?

(a) to (e): The e-Courts Mission Mode Project is being implemented in a phased manner across
the country with the objective of strengthening the use of Information and Communication
1Technology (ICT) in the judicial system. The Department of Justice in close coordination with
eCommittee of Supreme Court of India is implementing the e-Courts Project in a decentralized
manner through the respective High Courts including the High Court of Madras.
The details of fund allocated and released to and utilized by the High Court of Madras
under Phase III of the eCourts project, are as under:

In addition to the funds released to High Court of Madras, expenditure has been
incurred centrally on various components of eCourts project. In this regard, Rs. 185.06 crore
have been released to NIC for software development and technical support, Rs 54.79 crore to
BSNL for WAN (Wide Area Network) connectivity across the country, Rs 7.51 crore to
eCommittee, SCI under change management and capacity building, Rs 0.28 crore to IIT
Madras for development of e-Learning platform, and Rs 9.71 crore for miscellaneous
expenditure (salary, office expenses, publicity, etc).
As per information provided by the High Court of Madras, 1,325 courts have been
enabled with e-filing, virtual hearing and video conferencing facilities in the State of Tamil
Nadu. Scanning of case records has been completed in 825 courts. More than 39.21 crore pages
of court records have been digitised so far. E-filing has been implemented for most case types
and 24.31 lakh cases have been e-filed till 31.01.2026. More than 20.23 lakh virtual hearings
have been conducted till 31.01.2026. In addition, 317 eSewa Kendras have been set up across
the State to enhance access to justice for citizens in remote areas. An AI based tool called
Digital Courts 2.1 has been developed to assist Judges and Judicial Officers in managing the
court in paperless manner by providing a single window for all case-related information and
tasks. The platform includes voice-to-text (ASR-SHRUTI) and translation (PANINI)
functionalities to assist the judges with order and judgment dictation.
The digital interventions under the eCourts project have enhanced efficiency in the
justice delivery system through improved case management, e-filing, hearing through video
conferencing, real-time monitoring of pendency and disposal, and facilitating faster service of
court processes. The adoption of digital platforms, data analytics and interoperable systems is
contributing to better utilisation of judicial resources, faster resolution of disputes and
2improved access to justice for litigants.
The facilities created under eCourts project have significant impact on judicial
performance with 169% increase in annual case institution (from 0.98 crore to 2.64 crore) and
207% increase in annual case disposal (from 0.81 crore to 2.49 crore) by the courts in the
country between 2014 and 2025.
