Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether the healthcare system in Robertsganj and Sonbhadra in the Robertsganj Parliamentary
Constituency is in complete disorder/shambles as due to the shortage of doctors and essential
medicinesat the district hospital andPrimaryHealthCentre;
(b) if so, the detailsthereof; and
(c) the time by which the healthcare services are likely to become fully operational in the said
Parliamentary Constituency?
ANSWER

(a) & (b): Public Health and hospital being a State subject, the primary responsibility to set up
adequate number of healthcare facilities as per requirement is of that State Government. Under the
National Health Mission (NHM), financial and technical support is provided to States/UTs to
strengthen their healthcare system including setting up new healthcare facilities like Sub-Centres
(SCs), Primary Health Centers (PHCs) and Community Health Centers (CHCs) based on proposals
received from States/UTs in their Programme Implementation Plan (PIP) within their resource
envelope.
As per the information provided by the State Government of Uttar Pradesh, basic health
services are available in Robertsganj and Sonbhadra in the Robertsganj Parliamentary Constituency.
In Robertsganj Lok Sabha constituency, an autonomous State Medical College has been established,
encompassing the District Combined Hospital and the Maternal and Child Health (MCH) wing.
Further, in Robertsganj Parliamentary Constituency, there are a total of 10 Community Health
Centers employing 45 doctors and 45 Primary Health Centers employing 46 Doctors are functional.
Adequate Medicines are available in all Community Health Centers and Primary Health Centers in
Robertsganj LokSabhaConstituency.
As per Health Dynamics of India (HDI) 2022-23, details of health facilities functioning in
the Rural / Urban areas of the country across all the States/ UTs including Uttar Pradesh withavailableresources, can be accessed at the following link:

(c): Health being a State subject, infrastructure development, as well as the management and
deployment of Human Resources for Health (HRH) in public health facilities, the planning and
implementation of CHCs andPHCs comes underthe jurisdiction of the State Government. The State
Government may propose the new CHC and PHC as per norms and their need. The Government of
India after examination may sanction under NHM (PIP) and Pradhan Mantri- Ayushman Bharat
Health Infrastructure Mission (PM-ABHIM), as proposed by the States/UTs subject to their resource
envelope.
As per information provided by the State Government of Uttar Pradesh, in Robertsganj
Parliamentary Constituency, currently 5324 doctors are posted at Level-1. Further, 231 (Level-II)
Specialist Doctos have been appointed in 2022 and 343 Specialist/Super-Speciality Doctors have
been appointed in 2024. In order to provide better medical facilities to the people of the State, the
State Government has approved the increase in the superannuation age of medical officers of the
State Medical and Health Services Cadre from 62 years to 65 years. General/Specialist Medical
Officers are also posted from time to time through redeployment, walk-in interview, NHM
contract/reverse bidding etc.
