Dr. MANNA LAL RAWAT: Will the Minister of JAL SHAKTI be pleased to state: (a) whether any new agreement or Memorandum of Understanding (MoU) has recently been entered into between Rajasthan and Haryana regarding the supply/distribution of Yamuna water and if so, the details thereof; (b) the number of years for which the said water-sharing remained pending; (c) the quantity of Yamuna water likely to be provided to Rajasthan under the said agreement and the details of the cost of the project, financial participation, implementing agency and the time by which the said agreement is likely to be implemented; (d) the name of districts of Rajasthan likely to be benefitted from the said agreement and the details of drinking water supply, irrigation coverage, beneficiary population and water allocation, district-wise; (e) whether drinking water supply, irrigation, agriculture, industry and employment in the water-stressed areas of Rajasthan is likely to be promoted under the said agreement and if so, the details thereof; and (f) the action taken by the Government so far for effective and time-bound implementation of the said agreement? 1ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) & (b) The Memorandum of Understanding (MoU) for allocation of the utilisable surface flow of the Yamuna River was signed among the co-basin States in May, 1994. The Upper Yamuna River Board (UYRB) was constituted by the Government of India on 11.03.1995 for implementation of the provisions of the said MoU. The UYRB, in its 22nd meeting held on 21.12.2001, allocated 1917 cusecs (577 MCM) of Yamuna water at Hathnikund Barrage to the State of Rajasthan during July–October. An agreement has been signed between the Governments of Haryana and Rajasthan on 29.06.2026 for the construction and implementation of the Yamuna Water Project to facilitate transfer of Yamuna water to Rajasthan through an underground pipeline system. (c) to (f) As per information provided by the State Government of Rajasthan, a Detailed Project Report (DPR) of the project has been prepared for transfer of water through underground pipelines during July to October upto 577 MCM for drinking water supply and other requirements for Churu, Sikar, Jhunjhunu and other Districts of Rajasthan after utilization of full capacity (24,000 cusec) of Western Yamuna Canal by Haryana including Delhi share at Hathnikund. The estimated cost of the project is Rs. 34102.24 Cr. As per the agreement, the State of Rajasthan, as the primary beneficiary State, shall bear the capital cost of the Project (including rehabilitation and compensation costs). As per the DPR, a raw water reservoir at Hasiyawas in Rajasthan with total storage capacity of about 386 MCM is earmarked exclusively for drinking water supply. The DPR envisages time required for construction of project as 72 months from the date of award. ***** 2
