GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF WATER RESOURCES, RIVER DEVELOPMENT & GANGA REJUVENATION LOK SABHA UNSTARRED QUESTION NO. 1974 ANSWERED ON 30.07.2026 DISTRICT WATER ACCOUNTS AND WATER SECURITY REPORT †1974. Smt. SANDHYA RAY: Will the Minister of JAL SHAKTI be pleased to state: (a) whether the Government is aware that despite various schemes being implemented in the country for conservation of rivers, ponds, groundwater and rainwater, there is no integrated and public scientific account available of the actual status of water resources of each district and if so, the details thereof; (b) whether the Government proposes to prepare an annual "District Water Account and Water Security Report" for each district and if so, the details thereof; and (c) whether the Government also proposes to link this report with the district plan and financial allocation, if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (c) ‘Water’ being a State subject, the aspects related to water resources including its conservation are studied, planned, funded and executed by the State Governments themselves as per their own resources and priorities. The Central Government supplements the measures and efforts being taken up by the State Governments. The Central Ground Water Board (CGWB) undertakes regular activities related to the exploration, monitoring, assessment and management of groundwater resources across the country. Dynamic Ground Water Resources of the country are 1assessed annually since 2022 jointly by CGWB and the respective State Governments/UT Administrations. The assessment provides scientific estimation of Annual Ground Water Recharge, Annual Extractable Ground Water Resource, Annual Ground Water Extraction and Stage of Ground Water Extraction at the assessment- unit level (Block/Mandal/Taluka/Tehsil/District, as applicable). The results of the assessment are made available in the public domain through CGWB's online portal. As per the Dynamic Ground Water Resources Assessment, 2025, the Total Annual Ground Water Recharge of the country is 448.52 Billion Cubic Meter (BCM) and the Annual Extractable Ground Water Resource is 407.75 BCM. The Stage of Ground Water Extraction, which is a measure of Annual Ground Water Extraction for all uses (irrigation, industrial and domestic uses) over Annual Extractable Ground Water Resource, is 60.63% for the country as a whole. Further, out of the total 6,762 assessment units in the country, 4,946 (73.14%) are categorized as ‘Safe’, 758 (11.21%) as ‘Semi-critical’, 201 (2.97%) as ‘Critical’, 730 (10.80%) as ‘Over-exploited’ and 127 (1.88%) as ‘Saline’. The Ministry of Housing and Urban Affairs (MoHUA) implements the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0, under which cities prepare City Water Balance Plans (CWBPs) and City Water Action Plan (CWAP). These CWAPs are aggregated in the form of State Water Action Plans (SWAP). Further, Village-level feasibility maps have been shared with districts to support technical planning and facilitate the effective implementation of water conservation and groundwater recharge interventions. In addition, 651 districts across the country have prepared District Water Conservation Plans to ensure sustainable water management in their respective districts. ***** 2
