Will the Minister of MINES be pleased to state:
(a) whether an "Aspirational DMF Programme" has been launched to align the
District Mineral Foundation (DMF) funds with the Aspirational Districts Programme
(ADP) and the Aspirational Blocks Programme (ABP) and if so, the main objectives
thereof and the details of the framework for the implementation thereof;
(b) the desirable structural and social benefits arising from the adoption of the
guidelines of the revised Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY),
2024 by various States including Rajasthan, in their respective DMF Rules;
(c) the total funds received by Rajasthan through the DMF in mining-affected
districts under the Mines and Minerals (Development and Regulation) Act along
with the details of the budget allocation, its utilisation and major welfare projects
undertaken, year-wise; and
(d) the details of sanctioned works related to health, education, drinking water,
roads, livelihood and social security that have been completed with the help of DMF
funds in Rajasthan and in the tribal-dominated areas of the Dausa Lok Sabha
Constituency during the last one year?

(a): The Ministry of Mines has issued the ‘Aspirational DMF Programme’ guidelines
on 9th July, 2025 with the objective to align District Mineral Foundation (DMF) works
with priority sectors of the Aspirational Districts Programme (ADP) and the
Aspirational Blocks Programme (ABP) and for convergence of DMF funds with
ongoing Central/ State Schemes for multiplier effect and strengthened outcomes
for mining affected communities. The districts implement the programme through
