SHRI RAM SHIROMANI VERMA: Will the Minister of RAILWAYS be pleased to state: (a) whether any proposal is under consideration for the laying of new railway lines, doubling, electrification or extension of tracks to enhance rail connectivity in the State of Uttar Pradesh, with particular reference to Shravasti and Balrampur districts and if so, the details thereof; and (b) whether there is any scheme to upgrade passenger amenities including platform extension, waiting halls, toilets, drinking water, digital information boards, parking and facilities for Divyangjans' (persons with disabilities) at major stations in the said districts and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) and (b): Bahraich – Shravasti – Balrampur – Utraula – Domariyaganj - Khalilabad new line project (240 Km) passing through Shravasti and Balrampur districts has been sanctioned at a cost of ₹4,940 crore. The project has been notified as “Special Railway Project” for acquisition of land through State Government. The project consists of 32 stations namely Khalilabad, Bhagauli, Bakhira, Medhawal, Pasai, Khesraha, Bansi, Ramwanpur, Bhagobhar, Tikaria, Domariyaganj, Dhankharpur, Banjarha, Chirkutiha, Utraula, Kapauasherpur, Sridatganj, Mahesh Bhari, Khagaijot, § Page 1 of 11Balrampur, Jharkhandi, Hasuwal Dol, Shravasti, Ikauna, Luxmanpur, Bishunapur, Bhinga, Hariharpur, Bardehra, Dhuswa, Ajatapur and Bahraich. All these stations are planned with modern facilities. Major section-wise progress is as under: Section Status Khalilabad-Bansi More than 90 percent of land acquisition (54 Km) completed. Earthwork, minor, major bridges and station construction works have been taken up. Bansi-Shravasti Land acquisition has been taken up. (113 Km) Shravasti-Bahraich Land acquisition has been taken up and is in (73 Km) advance stage. Railway Electrification: Electrification of railway network on Indian Railways has been taken up in mission mode. So far, about 99.4% of Broad Gauge (BG) network has been electrified. The electrification in remaining network has been taken up. Electrification carried out during 2014-25 and before 2014 is as under: Page 5 of 11Period Route Kilometer Before 2014 (about 60 years) 21,801 2014-25 46,900 In Uttar Pradesh, entire existing BG network has been electrified including that in Balrampur district. Further, all new line / multitracking projects are being sanctioned and constructed with electrification. Amrit Bharat Stations: Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. Page 6 of 11The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1338 stations have been identified for development under Amrit Bharat Station Scheme, out of which 157 stations including Balrampur and Tulsipur stations of Balrampur district, are located in Uttar Pradesh. Till now, 23 stations in Uttar Pradesh have been completed. The finishing works have been taken up.  Ghaziabad station: The structural works of station building at main entry side and second entry side, foundation work of new Foot Over Bridge-B at Tundla end, roof plaza, extension work of existing Foot Over Bridge-A, finishing work of electrical substation at main entry side and second entry side, Magistrate building, Government Railway Police and Railway Protection Force buildings have been taken up. Page 9 of 11 Rampur Junction station: The works of new station building, platform shelter, platform surfacing, booking office, waiting hall and toilet have been completed. The works of circulating area and Foot Over Bridge have been taken up.  Shahjahanpur station: The works of platform shelter and platform surfacing at platform no. 1 and 2/3 have been completed. The works of improvement of station building, new station building at second entry, circulating area and Foot Over Bridge have been taken up.  Shikohabad Junction station: The works of new station building, platform surfacing of platform no. 1/2, improvement of circulating area, parking and Divyangjan facilities have been completed. The work of 12m Foot Over Bridge has been taken up. Further development / redevelopment / upgradation / modernisation of stations on Indian Railways including provision of passenger amenities like platform upgradation, waiting hall, toilet, drinking water arrangement, signages, Divyangjan facilities etc. is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Indian Railways is committed to make its railway stations accessible for Persons with Disabilities (Divyangjans) and passengers with reduced mobility as part of “Sugamya Bharat Mission” or ‘Accessible India Campaign’ of Government of India. In compliance of the Rights of Persons with Disabilities Act, 2016, “Guidelines on accessibility of Indian Railway stations and facilities at stations for differently abled persons (Divyangjans) and passengers with reduced mobility” have been circulated and notified in the Gazette of India. The guidelines include provisions of Page 10 of 11facilities for Divyangjans and passengers with reduced mobility such as entrance ramps, accessible parking, low height ticket counters/help booths, toilets, drinking water booths, subways/Foot Over Bridges with ramps/lifts, standard signages including Braille signages and tactile pathways for visual impairment, etc. which are being provided in a phased manner and on the principles of reasonable accommodation. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise, or station wise or state-wise. Uttar Pradesh is covered under the jurisdiction of five railway zones, namely East Central Railway, North Central Railway, Northern Railway, North Eastern Railway and West Central Railway. For these zones, an allocation (Revised Estimate) of ₹3,794 crore has been made for the financial year 2025-26, out of which an expenditure of ₹3,694 crore (up to February, 2026) has been incurred so far. ***** Page 11 of 11
