Will the Minister of PANCHAYATIRAJ be pleased to State:
(a) the percentage and total number of Gram Panchayats in the country that have been
onboarded ontothe e-Gram Swarajportal,State/UTanddistrict-wise includingUttar Pradesh,
Maharashtra, Jharkhand, J&K, M.P. and Jalgaon, Dewas and Shajapur districts of Pali Lok
Sabha Constituency;
(b) whether the real-time accounting, planning and work-monitoring modules of the
portal have been fully operationalised in all district and States/Union Territories including
1Madhya Pradesh, Odisha, Rajasthan, Punjab, Jammu and Kashmir, Durg and Bemetara,
Dumka districts of Jharkhand, Chhattisgarh, Bharatpur andPaliLokSabhaConstituencies;
(c) if so, the details of utilisation of these modules by Gram Panchayats, including
number of works planned, approved and monitored through the digital platform, State/UT
anddistrict-wise;
(d) whether integration of the portal with the Public Financial Management System
(PFMS) and other central databases has been completed to enable end-to-end tracking of
funds andexpenditures; and
(e) if so, the measurable improvements observed in financial transparency, monitoring at
Panchayat level timely fund utilisation and public access to Panchayat-level information,
State/UTanddistrict-wise?

(a) As on 19.03.2026, 2,52,742 (97.68%) Gram Panchayats, out of a total of 2,58,730
Gram Panchayats have been onboarded on the eGramSwaraj platform. The state wise data,
including Uttar Pradesh, Maharashtra, Jharkhand, Jammu and Kashmir, Madhya Pradesh, is
provided at Annexure. The district wise data regarding onboarding status of Gram
Panchayats, including Jalgaon, Dewas, and Shajapur (under Pali Lok Sabha Constituency) is
available on eGramSwaraj Portal and can be accessed at
https://egramswaraj.gov.in/pfmsDashboardNew.do.
(b) & (c) The Ministry of Panchayati Raj is implementing the e-Panchayat Mission
Mode Project (MMP) under the revamped Rashtriya Gram Swaraj Abhiyan (RGSA) with the
objective of strengthening transparency, efficiency, and accountability in the functioning of
Panchayati Raj Institutions (PRIs) through digital enablement. Ministry has launched
eGramSwaraj, an accounting application to simplify Panchayat work like planning,
accounting, budgeting and work progress monitoring. These modules are operational across
States/UTs, including Madhya Pradesh, Odisha, Rajasthan, Punjab, Jammu and Kashmir, and
districts such as Durg, Bemetara, Dumka, as well as areas under Chhattisgarh, and
Parliamentary Constituencies such as Bharatpur and Pali. State wise details are placed at
Annexure. The district wise data is available on eGramSwaraj Portal and can be accessed at
https://egramswaraj.gov.in/pfmsDashboardNew.do .
(d) Yes, Sir. The eGramSwaraj portal has been integrated with the Public Financial
Management System (PFMS) to enable seamless, end-to-end tracking of funds and
expendituresat the Gram Panchayat level.Thisintegrationfacilitates:
Real-time transfer of funds by Panchayat
Transparent accountingandtrackingof expenditures
Improvedfinancialdiscipline andauditability
2Further, the portal is integrated with other relevant systems/databases such as Bharat Sanchar
Nigam Limited (BSNL), the India Meteorological Department (IMD), and BHASHINI to
enhancedata consistency andimprove governance outcomes.
(e) The integration and operationalisation of the eGramSwaraj portal have resulted in
measurable improvements, including:
Enhanced financial transparency through real-time accounting and public visibility of
Panchayat transactions
Improvedmonitoringof works via geo-tagging andonline progress tracking
Timely utilisation of funds due todirecttransfer andreducedproceduraldelays
Increased public accesstoPanchayat-level informationthrough digital platforms
