ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJIVRANJAN SINGHALIAS LALANSINGH) (a) The Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) is a Centrally Sponsored Scheme that has been implemented since the financial year 2022-23 in States/ UTs, including the State of Madhya Pradesh. The scheme comprises the Central and the State components. The Central component of the scheme consists of the components like, Incentivisation of Panchayats (IoP), Mission Mode Project (MMP), Action Research & Publicity, and International Co-operation-Membership to International Local Governance Bodies, whereas the State component consists of capacity building & training, Institutional Infrastructure, and Panchayat infrastructuralsupport ona limitedscale. The scheme is being implemented with the main objective of building the capacity of Panchayati Raj institutions (PRIs) by creating a learning ecosystem, especially through training tothe ElectedRepresentatives (ERs), functionariesand otherstakeholdersto develop their governance capabilities to function effectively, and also by supporting exposure visits, developmentof trainingmodulesandmaterials,etc.Further,the scheme alsoprovidessupport for the establishment of an institutional mechanism for the Capacity Building & Training and to create Panchayat infrastructure like Gram Panchayat Bhawan, Co-location of Common Service Centres (CSCs) in Gram Panchayat Bhawan and provision for computersin GPson a limitedscale. (b)TheMinistryisimplementingthee-PanchayatMissionModeProject(MMP)underRGSA, toenhancetransparency, efficiency,andgovernance at the grassroots level.The eGramSwaraj application, developed as part of the e-Panchayat MMP, has facilitated digital planning, accounting, monitoring, and online payments at the Panchayat level. The integration of eGramSwaraj with the Public Financial Management System (PFMS) enables real-time paymentstovendorsandserviceproviders, ensuringseamless fundflow andreducingdelays.. 1(c) and (d) Yes, the e-GramSwaraj App has proven to be beneficial in monitoring the works being carried out in Panchayats. The application provides a unified digital platform for planning, implementation, andmonitoring of development works, enabling real-time tracking of physical and financial progress. It facilitates geo-tagging of assets, ensuring transparency and accountability in execution. Further, the integration with other systems, such as PFMS, enables effective tracking of fund utilization. The dashboard and reporting features of the application support continuousmonitoringbystakeholders at alllevels, therebystrengthening overallgovernanceat thegrassroots level. During FY 2025–26, 2,55,254 (96.61%) Gram Panchayats across the country uploaded their Gram Panchayat Development Plans (GPDPs). During the same period, Panchayati Raj Institutions (PRIs) transferred more than ₹53,342 crore to vendors through the eGramSwaraj–PFMS interface.
