Will the Minister of LABOUR AND EMPLOYMENTbe pleased to
state:
(a)the details of the total number of e-Shram cards issued in Tamil
Nadu along with the number of workers from various sectors,
including unorganized workers registered under the e-Shram
Scheme in the State;
(b)the details of the steps taken/being taken by the Government to
promote the e-Shram Scheme among migrant workers,
construction workers, agriculture labourers, and other unorganized
sector workers in Tamil Nadu, especially in rural areas;
(c)the details of the role of local authorities, district administrations
and labour departments in the implementation and outreach of the
e-Shram Scheme in Tamil Nadu along with the challenges faced in
registering such workers particularly in remote areas; and
(d)the details of the number of workers in Tamil Nadu benefited from
the social security schemes and got welfare benefits through their
registration under the e-Shram portal including schemes like
Pradhan Mantri Shram Yogi Maandhan Yojana (PM-SYM)?

(a) to (d): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support
the unorganised workers by providing them a Universal Account
Number (UAN) on a self-declaration basis.

As on 21st July 2025, over 30.95 crore unorganised
workers have already been registered on eShram portal and issued
eShram cards including over 92.95 lakh unorganized workers
registered on eShram in the state of Tamil Nadu. Sector wise details
of unorganised workers registered on eShram is at Annexure – I.
Steps taken by the Government to promote eShram,
increase awareness and address challenges among migrant workers,
construction workers, agriculture labourers, and other unorganized
sector workers in rural areas of Tamil Nadu are:
i. Holding periodic review meeting with States/UTs.
ii. Regular meeting with Common Services Centre (CSC).
iii. To provide employment and skilling opportunities, eShram is
integrated with National Career Service (NCS) and Skill India Digital
Portal.
iv. To offer one-stop search and discovery of the Government
schemes, eShram is integrated with myScheme portal.
v. SMS campaign to create awareness.
vi. Social media platforms are also being used to spread awareness
among workers to register on eShram. State Seva Kendras (SSKs)
and services of Common Service Centres are onboarded to facilitate
assisted mode registrations of unorganised workers.
vii. Registration camps and awareness drives are conducted for the
implementation and outreach of the e-Shram Scheme. These camps
are organised by Ministry from time to time in coordination with
Common Service Centre (CSC), Dattopant Thengadi National Board
for Workers Education and Development (DTNBWED) and State
Labour Department.
To further enhance the availability and accessibility of
eShram and its associated services to unorganised workers, the
Ministry of Labour and Employment officially launched the eShram
mobile application on 24th February 2025. This application facilitates
real-time access to welfare schemes integrated with the eShram
platform, thereby significantly strengthening both accessibility and
user convenience.

Further in keeping with the vision of the Budget
Announcement 2024-25 on developing eShram as a One-Stop-Solution
for unorganized workers to have access to various social security
schemes, Ministry of Labour and Employment launched the eShram–
“One-Stop-Solution” on 21st October 2024. eShram– “One-Stop-
Solution” entails integration of different social security/ welfare
schemes at single portal i.e. eShram. This enables unorganised
workers registered on eShram to access social security schemes and
see benefits availed by them so far, through eShram.
So far, fourteen (14) schemes of different Central
Ministries/ Departments have already been integrated/ mapped with
the eShram to extend benefits and access to social security,
insurance or skill development programmes to eShram cardholders
in Tamil Nadu including Pradhan Mantri Street Vendors Atmanirbhar
Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY),
Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), National Family
Benefit Scheme (NFBS), Mahatma Gandhi National Rural Employment
Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana –
Gramin (PMAY-G), Ayushman Bharat – Pradhan Mantri Jan Arogya
Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U),
Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri
Kisan Maan Dhan Yojana (PM-KMY), One Nation One Ration Card
(ONORC) and Pradhan Mantri Matru Vandna Yojana (PMMVY).
In addition to above schemes, eShram is also integrated
with Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM), National
Career Service (NCS), Skill India Digital Hub (SIDH), Unified Mobile
Application for New-age Governance (UMANG), Digital Locker
(DigiLocker), myScheme and Open Government Data Platform (OGD).
