Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a) the details of the progress achieved in the registration of
unorganised and gig economy workers on e-Shram portal during
2025 along with the current coverage in the country,
State/UTwise, particularly in Dakshina Kannada district in
Karnataka, Dewas-Shajapur Lok Sabha Constituency in Madhya
Pradesh, Nabarangpur Lok Sabha Constituency in Odisha and
sectorwise such as construction, fisheries, port linked activities,
logistics, domestic work and platform based services;

(b) the extent to which e-Shram data has been integrated with social
security schemes to extend benefits to the registered workers,
State/UT-wise including Nabarangpur Lok Sabha Constituency;
(c) the details of the steps taken by the Government to improve data
accuracy, portability and periodic updation of workers profile,
specially tribal dominated districts like Palghar in Maharashtra;
(d) whether the Government proposes to further integrate e-Shram
with employment, skill development or welfare platform and if so,
the details thereof, State/UT-wise, particularly to Nabarangpur in
Odisha;
(e) whether Government is monitoring the tribal dominated districts
like Palghar in Maharashtra for registering unorganised and gig
economy workers on e-Shram portal and social security schemes
and if so, the details thereof;
(f) the details of the measures taken by the Government to ensure
compliance by aggregators in providing fair working conditions
and social security including any penalties or incentives; and
(g) whether a grievance redressal mechanism is being planned for gig
and platform workers and if so, the details thereof along with its
framework and timeline?

(a) to (g): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August, 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW).
The eShram portal registers the unorganised workers and provides
them a Universal Account Number (UAN) on a self-declaration basis.
As on 4th February 2026, over 31.50 crore unorganised
workers have already been registered on eShram portal.
State-wise details of unorganised workers and platform
based gig workers registered on eShram portal during 2025 along
with the current coverage is at annexure-I.
Details of unorganised workers and platform based gig
workers registered on eShram portal during 2025 along with the
current coverage in Dakshina Kannada district in Karnataka, Dewas
and Shajapur districts in Madhya Pradesh and Nabarangpur district in
Odisha is at annexure-II.

Details of unorganised workers registered on eShram
portal enrolled under various social security schemes in Nabarangpur
Lok Sabha Constituency in Odisha is at annexure-V.
In keeping with the vision of the Budget Announcement
2024-25 on developing eShram as a One-Stop-Solution for
unorganized workers to have access to various social security
schemes, Ministry of Labour and Employment launched the eShram–
“One-Stop-Solution” on 21st October 2024. eShram– “One-Stop-
Solution” entails integration of different social security/ welfare
schemes at single portal i.e. eShram. This enables unorganised
workers registered on eShram to access social security schemes and
see benefits availed by them so far, through eShram.
So far, fourteen (14) schemes of different Central
Ministries/ Departments have already been integrated/ mapped with
the eShram to extend benefits and access to social security,
insurance or skill development programmes to eShram cardholders
across the country alongwith tribal dominated districts like Palghar
in Maharashtra including Pradhan Mantri Street Vendors Atmanirbhar
Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY),
Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Viksit Bharat-
Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G),
Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Ayushman Bharat –
Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas
Yojana – Urban (PMAY-U), Pradhan Mantri Matsya Sampada Yojana
(PMMSY), Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), One
Nation One Ration Card (ONORC) and Pradhan Mantri Matru Vandna
Yojana (PMMVY), etc.
Apart from the above, eShram has linkages with National
Career Service (NCS) for Job Opportunities, Skill India Digital Hub
(SIDH) for Skill Development, Pradhan Mantri Shram Yogi Maan-dhan
(PM-SYM) for Pension and convergence portal of MoHUA.

In the eShram portal, registrations are undertaken only
after successful Aadhaar-based eKYC authentication. This process
ensures that duplicate or fraudulent registrations are effectively
eliminated. Further, key fields such as Name, Gender, Date of Birth,
Permanent Address, and Photograph are directly fetched from UIDAI
to maintain data authenticity and accuracy. These measures
collectively safeguard the integrity of the portal and prevent any
misuse.
To enhance registrations under the eShram initiative and
ensure wider coverage of unorganised workers including unorganised
workers from tribal dominated districts like Palghar in Maharashtra,
the Government has adopted a comprehensive strategy. In addition
to enabling self-registration through the web portal and mobile
application, assisted registration modes have been introduced via
Common Service Centres (CSCs), State Sewa Kendras (SSKs), and
the UMANG platform to facilitate easy access for workers. eShram
also allows provisions where registered workers can update their
profiles through eShram portal or Common Service Centres (CSCs).
The Ministry of Labour and Employment is conducting targeted
awareness campaigns comprising registration drives, community
outreach programs and locally tailored communication efforts. To
further strengthen outreach, the Ministry leverages social media
channels to disseminate videos, tutorials, and other informative
content, making the initiative more accessible and engaging.
The Code on Social Security, 2020 has come into force on
21.11.2025 with the objective to consolidate and simplify the existing
social security laws into a single framework and to extend social
security coverage to all workers, including organized, unorganized,
gig, platform and self-employed workers, by ensuring universal
access to social security benefits, promoting portability of benefits
across employments and States, enabling the Central and State
Governments to frame appropriate schemes, leveraging technology
for efficient delivery, and clearly defining the roles of governments,
employers, and aggregators in order to provide comprehensive social
protection to the workforce in line with evolving labour market
conditions.
For the first time, the definition of 'gig workers' and
'platform workers' and provisions related to the same have been
provided in the Code on Social Security, 2020.

The Code provides for framing of suitable social security
measures for gig workers and platform workers on matters relating
to life and disability cover, accident insurance, health and maternity
benefits, old age protection, etc. The Code also provides for setting
up of a Social Security Fund for financing of social security and
welfare schemes for gig and platform workers.
The Code has provisions for setting up a toll-free call
centre, or helpline or facilitation centres for unorganised, gig, and
platform workers by the appropriate Government. These facilities are
to disseminate information on available social security schemes,
facilitate filing, processing and forwarding of application forms for
registration, assist to obtain registration and facilitate the enrolment
of the registered unorganized workers, gig workers and platform
workers in the social security schemes.
