Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of the total number of e-Shram cards issued in the State
of Tamil Nadu till date;
(b)the details of the number of workers from various sectors
registered at the portal under the e-Shram scheme in Tamil Nadu
along with their breakup, gender and age-wise;
(c)whether the Government has taken any special initiatives or
awareness drives in Tamil Nadu to ensure wider registration of
unorganised workers at the e-Shram portal, if so, the details
thereof;
(d)the details of welfare schemes and benefits currently being
extended to e-Shram cardholders in Tamil Nadu including access
to social security, insurance or skill development programmes;
(e)whether the Government has identified any gaps or challenges in
ensuring full coverage of eligible workers in Tamil Nadu under the
e-Shram scheme; and
(f)if so, the details of the measures taken/being taken by the
Government to address them?

(a) to (f): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support
the unorganised workers by providing them a Universal Account
Number (UAN) on a self-declaration basis.

As on 15th July 2025, over 30.94 crore unorganised
workers have already registered on eShram portal and over 92.87
lakhs eShram cards have been issued in the State of Tamil Nadu.
The details of number of unorganised workers from
various sectors registered on the eShram portal in Tamil Nadu along
with their breakup, gender and age-wise is at annexure-I, annexure-II
and annexure-III.
In keeping with the vision of the Budget Announcement
2024-25 on developing eShram as a One-Stop-Solution for
unorganized workers to have access to various social security
schemes, Ministry of Labour and Employment launched the eShram–
“One-Stop-Solution” on 21st October 2024. eShram– “One-Stop-
Solution” entails integration of different social security/ welfare
schemes at single portal i.e. eShram. This enables unorganised
workers registered on eShram to access social security schemes and
see benefits availed by them so far, through eShram.
So far, fourteen (14) schemes of different Central
Ministries/ Departments have already been integrated/ mapped with
the eShram to extend benefits and access to social security,
insurance or skill development programmes to eShram cardholders
in Tamil Nadu including Pradhan Mantri Street Vendors Atmanirbhar
Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY),
Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), National Family
Benefit Scheme (NFBS), Mahatma Gandhi National Rural Employment
Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana –
Gramin (PMAY-G), Ayushman Bharat – Pradhan Mantri Jan Arogya
Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U),
Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri
Kisan Maan Dhan Yojana (PM-KMY), Indira Gandhi National Widow
Pension Scheme (IGNWPS), Indira Gandhi National Disability Pension
Scheme (IGNDPS), One Nation One Ration Card (ONORC) and Pradhan
Mantri Matru Vandna Yojana (PMMVY).
Measures taken by the Ministry to create awareness to
ensure wider registration of unorganised workers at the eShram
portal and to address gaps or challenges ensuring full coverage of
eligible workers in Tamil Nadu under eShram include:

i. Holding periodic review meeting with States/UTs.
ii. Regular meeting with Common Services Centre (CSC).
iii. To provide employment and skilling opportunities, eShram is
integrated with National Career Service (NCS) and Skill India Digital
Portal.
iv. To facilitate enrolment under pension scheme, eShram is
integrated with Pradhan Mantri Shram Yogi Maandan (PMSYM).
v. To offer one-stop search and discovery of the Government
schemes, eShram is integrated with myScheme portal.
vi. SMS campaign to create awareness.
vii. Social media platforms are also being used to spread awareness
among workers to register on eShram. State Seva Kendras (SSKs)
and services of Common Service Centres are onboarded to facilitate
assisted mode registrations of unorganised workers.
viii. eShram is also onboarded on Unified Mobile Application for New-
age Governance (UMANG app), to increase reach among the workers
and provide registration/ update facility at the convenience of their
mobile.
ix. To enhance the accessibility of the eShram portal, the Ministry of
Labour and Employment launched multilingual functionality on the
eShram portal on 7th January 2025, using the Bhashini platform. This
enhancement now allows workers to interact with eShram portal in
22 Indian languages, improving accessibility and promoting
inclusivity for all.
x. To make eShram and associated services, readily available to
unorganized workers, the Ministry of Labour & Employment launched
the eShram mobile application on 24th February 2025. This application
provides real-time access to welfare schemes integrated with
eShram, significantly improving accessibility and convenience.
