(a) to (d): Following the declaration of the Bundibugyo Ebola disease outbreak as a Public Health
Emergency of International Concern (PHEIC) by World Health Organization (WHO) and Public Health
Emergency of Continental Security (PHECS) by the Africa Centre for Disease Control and Prevention
(Africa CDC), the Government strengthened surveillance and public health preparedness across the
countryinaccordancewith the temporaryrecommendationsof WHO.
These measures have been undertaken in close coordination with National Centre for Disease
Control, Indian Council for Medical Research, Directorate General Health Services, Ministry of Civil
Aviation, Ministry of Home Affairs, Ministry of External Affairs, Ministry of Ports, Shipping &
Waterways,DepartmentofBiotechnologyandotherstakeholders.
Enhanced screening and surveillance measures have been instituted at International airports and
other Points of Entry. In addition, advisories and Standard Operating Procedures (SOPs) covering
surveillance, screening, quarantine, clinical management, laboratory testing and infection prevention
practices, case reporting have been issued to all States and Union Territories to ensure a coordinated
preparedness and response. As on date no case of Ebola Disease has been reported in the country. The
precautionaryandpreparedness measures undertakenbythe Government are at Annexure 1.
The Government as such has not imposed a blanket restriction on the entry of travellers from
Ebola-affected countries. However, as per SOP for public health preparedness and response to Ebola
disease issued by the Government, all international passengers arriving at Points of Entry are screened
for a history of travel toEbola disease affected countriesnamely Democratic Republic of Congo (DRC),
Uganda andSouthSudanduring the preceding21 days.
As per the Self Declaration Forms submitted by international passengers including through the
Air Suvidha 2.0 portal, a total of 10,974 passengers coming from the aforesaid countries have been
screened from 23rd May uptil 28th July, 2026. The State/UT-wise and airport-wise details number of
individualsscreenedfor Ebola Virusare at Annexure2& 3respectively.ANNEXURE 1
Measures undertaken by the Government after the World Health Organization declared the Bundibugyo
Ebola disease outbreaka Public HealthEmergency of InternationalConcern(PHEIC);
Issued detailed Standard Operating Procedures (SOPs) and operational guidelines covering
surveillance, reporting, Infection Prevention and Control, technical specifications for Personnel
Protective Equipment, laboratory diagnosis, sample transportation, quarantine, isolation and
discharge of cases.
Identificationandoperational readiness of designatedisolation facilities across StatesandUTs.
Expanded laboratory diagnostic capacity through ICMR-NIV, Pune and additional designated
Biosafety Level-3laboratories across the country.
Ensuring availability of Personal Protective Equipment (PPE) and other logistics for healthcare
workers throughout the countryincludingPoints of Entry.
Conductedmockdrillsindesignated hospitals across all States/UTs toassess preparedness.
Capacity building of APHOs, Bureau of Immigration officials, State Surveillance Units across
all states anddesignated isolation hospitals.
Deployment of additional Human Resources (doctors & paramedical personnel) at all major
internationalairports.
Mandatory submission of Self Declaration Forms (SDFs) for all international passengers
includingthrough Air Suvidha2.0 portal.
Enhanced thermal and symptomatic screening at international airports and seaports for arriving
internationalpassengers.
Strengthened risk communication through airport displays, social media, awareness videos,
in-flight announcementsand the 24×7nationalhelplines(1075).
Activationof the NCDC Public HealthEmergencyOperationsCentre (PHEOC).
Regular coordination meetings with concerned Ministries, States/UTs, APHO offices and
designatedisolation hospitals toreviewpreparedness.ANNEXURE-2
