Ecomark Scheme

Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state:
(a) whether the Ecomark Scheme was launched in 1991 by the Government to easily identify
environment friendly products;
(b) if so, the details of products that have been labelled under the Ecomark Scheme during the
last five years and the current year;
(c) whether the Government has identified the problems and issues faced with the Scheme since
its inception;
(d) if so, the details thereof and the measures taken to resolve such issues; and
(e) the steps taken by the Government to promote and increase awareness about the said
Scheme?

(a) to (e) The Ministry of Environment, Forest and Climate Change has notified the Ecomark
Rules on 26th September 2024 replacing the Ecomark Scheme of 1991 with aim to strengthen the
institutional structure and implementation of Ecomark.
The objective of these rules is to encourage the demand for environment-friendly products,
promote lower energy consumption, resource efficiency and circular economy. Ecomark will
enable consumers to make informed purchase decision as well as encourage manufacturers to
transition to production of environment friendly products leading to promotion of green industries.
The Central Pollution Control Board (CPCB) is the implementing agency for the Ecomark Rules
2024 and is responsible for ensuring effective implementation including identification and
recommendation to the steering committee about the products to be included under these rules for
the grant of Ecomark.
Ecomark may be granted to a product which has a license or a certificate of conformity of Indian
Standards granted under the Bureau of Indian Standards Act, 2016 and/or a mandate of the Quality
Control Orders issued by the Central Government, and fulfils the product specific criteria for grant
of Ecomark.
An application for grant of Ecomark for a product which complies with the conditions and criteria
stated in the rules is made to the Central Pollution Control Board. After making necessary
verifications, if the Central Pollution Control Board is satisfied that the product complies with the
conditions laid under the Ecomark 2024 Rules, it may grant Ecomark to the product.Under these rules, the State Pollution Control Board and the Pollution Control Committee are
mandated to create awareness about these rules through media, publications, advertisements,
posters etc.
