Educational Structure under National Education Policy 2020

Will the Minister of EDUCATION be pleased to state:
(a) whether the proposed 5+3+3+4 educational structure under the National Education Policy 2020 has
been implemented in a phased manner in the State of Chhattisgarh through the Samagra Shiksha
Scheme, if so, the current status thereof;
(b) the details of major structural changes made in the curriculum structure, teaching-learning
methodology and evaluation system under the said structure for Pre-primary/Foundational, Primary,
Secondary and Higher Secondary levels;
(c) whether any quantitative indicators, bench marks or dashboards have been developed to measure
the learning outcomes from the Foundational to the Secondary level in line with the said policy; and
(d) if so, the details thereof, district-wise and social category-wise?

(a) to (d): National Education Policy (NEP) 2020 envisages modification of the extant 10+2 structure
in school education with a new pedagogical and curricular restructuring of 5+3+3+4 covering ages 3-
18. Accordingly, the curricular and pedagogical structure and the curricular framework for school
education is to be guided by a 5+3+3+4 design, consisting of the Foundational Stage (3 years of
Anganwadi/preschool + 2 years in primary school in Grades 1-2; both together covering ages 3-8),
Preparatory Stage (Grades 3-5, covering ages 8-11), Middle Stage (Grades 6-8, covering ages 11-14),
and Secondary Stage (Grades 9-12, covering ages 14-18). It is the first time that 3 years before Grade
1 (3-6) have been included in the education continuum.
As informed by Chhattisgarh State, it has initiated the process of opening Balwadis with the
existing Primary schools. This has helped the implementation of the 5+3+3+4 educational structure.
Schools are now having Pre-primary/ Foundational/Preparatory/middle/Secondary & Higher
Secondary levels in phased manner. Currently, total 10491 Primary schools are having Balwadis to
support the pre-primary stage.Chhattisgarh State has developed its State Curricular Framework for Foundational Stage (SCF-
FS) and State Curricular Framework for School Education (SCF-SE) by adapting National Curriculum
Framework for Foundational Stage (NCF-FS) and National Curriculum Framework for School
Education (NCF-SE) with minor changes in context to the state. State has adapted the new textbooks
of National Council of Educational Research and Training (NCERT) of Class 1, 2, 3, 4, 6 and 7.
A dashboard has been developed for the pre-primary and foundational levels to observe
Foundational Literacy & Numeracy (FLN) classroom activities and provide academic support to
teachers.
The PARAKH Rashtriya Sarvekshan 2024 (formerly National Achievement Survey) was
undertaken by the National Assessment Centre, PARAKH, NCERT to understand the baseline
performance with regards to learning competencies acquired by students at the end of the Foundational
(Balvatika 1 to Grade 2), Preparatory (Grades 3 to 5) and Middle stages (Grades 6 to 8) of education,
by assessing them in Grades 3, 6 and 9, respectively. National and State level reports including
