SHRI CHARANJIT SINGH CHANNI: SHRI SAPTAGIRI SANKAR ULAKA: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)the details of the number of unique users who accessed the e- Shram Portal each month since January 2025 and the total cumulative number of users year-wise; (b)whether the Government has conducted any evaluation of the portal’s effectiveness in improving access to social security schemes for informal workers and if so, the details thereof; (c)the details of the number of registered workers who have successfully availed benefits under the twelve schemes mapped to the e-Shram Portal during the last three years and the current year, scheme and State/UT-wise; and (d)whether the Government agrees that despite registering over thirty crore workers, the e-Shram Portal has primarily functioned as a data collection exercise with limited integration into welfare delivery systems and if so, the details thereof? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (d): The Ministry of Labour and Employment launched eShram portal (eshram.gov.in) on 26th August 2021 for creation of a comprehensive National Database of Unorganised Workers (NDUW) seeded with Aadhaar. eShram portal is meant to register and support the unorganised workers by providing them a Universal Account Number (UAN) on a self-declaration basis. As on 4th August 2025, over 30.98 crore unorganised workers have already registered on eShram portal. The number of unique users who accessed the eShram portal each month since January 2025 and the cumulative number of users till June 2025 is at annexure-I. Contd..2/-:: 2 :: Scheme-wise and State-wise details of workers registered on eShram who have successfully availed benefits under various social security schemes of Central Government integrated / mapped with eShram are at annexure-II and annexure-III. To evaluate the effectiveness of eShram portal, a third party evaluation/ impact assessment of eShram has been taken up by the Quality Council of India (QCI). In keeping with the vision of the Budget Announcement 2024- 25 on developing eShram as a One-Stop-Solution for unorganized workers to have access to various social security schemes, Ministry of Labour and Employment launched the eShram–“One-Stop-Solution” on 21st October 2024. eShram– “One-Stop-Solution” entails integration of different social security/ welfare schemes at single portal i.e. eShram. This enables unorganised workers registered on eShram to access social security schemes and see benefits availed by them so far, through eShram. The portal serves as a facilitative platform designed to consolidate beneficiary data for the delivery of Central Government social security / welfare schemes. While it provides a one-stop solution for schemes integrated / mapped with the portal, it does not serve as a gatekeeper. Eligible beneficiaries can avail benefits under these schemes irrespective of their eShram registration status. So far, fourteen (14) schemes of different Central Ministries/ Departments have already been integrated/ mapped with the eShram to extend benefits and access to social security, insurance or skill development programmes to eShram cardholders including Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), National Family Benefit Scheme (NFBS), Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), One Nation One Ration Card (ONORC) and Pradhan Mantri Matru Vandna Yojana (PMMVY).
