Parliament Question: Electronic toll collection and FASTag adoption

MAYA NAROLIYA: SHRI AMAR PAL MAURYA: SHRI BRIJ LAL: SHRI LAHAR SINGH SIROYA: SHRI SUBHASH BARALA: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the total number of FASTags issued at National Highway toll plazas and the coverage/entry rate of electronic toll collection; (b) the details of the FASTag annual pass scheme launched in August, 2025 and the feedback received on it; (c) the progress made in the implementation of barrier-free Multi-Lane Free-Flow (MLFF) tolling technology on National Highways; and (d) the details of the daily toll collection through electronic means and the improved efficiency that has been derived from it? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) As of December, 2025, out of total issued 11.86 Crore FASTags since inception, about 5.9 crore FASTags are active across the country and used for electronic toll transactions at National Highway Fee Plazas. Presently, more than 98% of user fee on National Highways is collected through FASTag (Electronic Toll Collection). (b) The Annual Pass user friendly discount passes launched for highways users under the National Highway Fee (Determination of Rates and Collection) Rules 2008. According to Annual Pass provision, a person owning a mechanical vehicle for non-commercial purpose, having a valid and functional Fastag, shall be eligible to obtain a pass on payment of fee of rupees three thousand which shall be valid for one year or for two hundred crossings through any fee plaza on a national highway, whichever is earlier. Since its launch on 15th August 2025, around 42 lakh Annual Passes have been activated, facilitating over 19 crore transactions as on 31st December 2025. Page 1 of 3Currently around 25% Non-Commercial vehicles are doing FASTag transactions using Annual Pass. (c) Request for Proposal (RFP) to implement barrier-less tolling system has been invited/ finalized for the Fee Plaza as per the Annexure, with the possibility of implementing it on other fee plazas in a phased manner depending upon the outcome and efficacy of the implementation on these projects. (d) Average daily collection via FASTag on NH fee plaza is around Rs. 186 Crores and Number of average daily ETC transactions on NH fee plaza is around 105 Lakhs in Financial Year 2025- 26 (till December, 2025). The constant growth and adoption of FASTag by highway users is encouraging and has helped in increased efficiency in toll operations. Impact Assessment conducted for the National Electronic Toll Collection (NETC) Programme during 2024–25 indicates that the average time taken by a vehicle to cross a fee plaza under ETC operations is 40 seconds, as compared to 12.23 minutes per vehicle under the earlier manual tolling system. This demonstrates a significant improvement in traffic flow and a substantial reduction in congestion at fee plazas.
