Parliament Question: Emergency medical services in Jammu and Kashmir

GOVERNMENT OF INDIA MINISTRY OFHEALTH AND FAMILYWELFARE DEPARTMENT OF HEALTH AND FAMILYWELFARE RAJYASABHA STARRED QUESTION NO. 345* TO BE ANSWERED ON THE 24th MARCH, 2026 EMERGENCY MEDICALSERVICES IN JAMMU AND KASHMIR 345* SHRI SAT PAULSHARMA: Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to state: (a) the current status of trauma care and emergency medical services in the Union Territory of Jammu and Kashmir; (b) the availability of ambulances trauma centres and emergency medical staff across the UT; and (c) the manner in which Government is planning to establish trauma care centres in the district hospitals of Jammu and Kashmir? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRI JAGAT PRAKASH NADDA) (a) to (c) AStatement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO RAJYASABHA STARRED QUESTION NO. 345* FOR 24th MARCH, 2026 (a) to (c) Public Health and Hospitals are state subjects. The primary responsibility to strengthen healthcare facilities including management of emergency medical and trauma care services lies with the respective State/UTs. Under the National Health Mission (NHM), the Government of India provides need based technical and financial support to the States/UTs, including the U.T. of Jammu and Kashmir (J&K), based on the proposals made by the States/UTs in their Programme Implementation Plans within their overall resource envelop duly approved by the National Programme Coordination Committee (NPCC). Under NHM, financial Support is provided for National Ambulance Services (NAS) and in Jammu and Kashmir, 203 ambulance services, including 139 Advanced Life Support (ALS) and 64 Basic Life Support (BLS) ambulances and 286 Patient Transport Vehicles (PTV) are operational, enabling timely stabilisation, triage and referral of accident and trauma victims. Further under NHM, financial support is provided to the States for strengthening of emergency and trauma care at all health facilities including provision for trained doctors, specialists, nurses and paramedical personnel for accident and emergency care services as per Indian Public Health Standards (IPHS) norms. There are 11529 trained manpower available in U.T. of Jammu and Kashmir (J&K) for management of emergency medical and trauma care services. Under the “National Programme for Prevention & Management of Trauma and Burn Injuries” (NPPMT&BI), implemented by the Ministry of Health and Family Welfare, 4 Trauma Care Facilities (TCFs) were sanctioned in Government Hospitals/Medical Colleges (one each at MMAM District Hospital, Anantnag, Trauma Hospital, Ramban, Doda, Govt. District Hospital, Udhampur and District Hospital, Kupwara) in Jammu and Kashmir.Further, the government has announced the strengthening of emergency and trauma care in District Hospitals in the Budget 2026-27. In addition, the Ministry of Road, Transport and Highways (MoRTH) is implementing Prime Minister - Road Accident Victims Hospitalization and Assured Treatment Scheme (PM-RAHAT), which provides upto Rs. 1.5 Lakh in cashless treatment for road accident victims and 7 days of hospital admission. This scheme is being implemented in the Union Territory of Jammu and Kashmir. ****
