Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a)the details of the current number of Employees' State Insurance Corporation
(ESIC) hospitals modernised or upgraded under the various schemes of the
Government since 2014, State/UT-wise including Odisha and Punjab;
(b)the details of the measures taken/being taken by the Government to ensure
quality and timely healthcare delivery through the said hospitals, State/UT-wise
including Odisha;
(c)whether the Government plans to replicate such modernized hospitals and
integrated medical facilities in other labour-intensive regions of the country, if
so, the details thereof, State/UT-wise along with Mangalore in Karnataka;
(d)whether it is a fact that Government has announced to establish ESIC hospitals
in Palghar District in Maharashtra in the year 2018 and its construction has not
been started yet and if so, the details thereof along with the timeline for
completion;
(e)the details of the number of proposals sent for the establishment of new ESIC
hospitals in the country, State/UT-wise especially district-wise in Andhra
Pradesh and Jaipur Rural Lok Sabha Constituency;
(f)the details and the categories of the workers currently availing benefits under
the Employees’ State Insurance (ESI) scheme in Dakshina Kannada district along
with total number of insured persons and registered employers under the
Mangaluru Sub-Regional Office; and
(g)whether contractual, outsourced, or daily-wage labourers are eligible for ESI
coverage and if so, the details thereof along with the criteria and mechanism for
their enrolment and benefit monitoring?

(a) to (g): Employees State Insurance Corporation (ESIC) provides social

security to all employees including contractual, outsourced or daily wages
working in factories / establishments with 10 or more employees in the
districts notified by the Central Government. The employees and family
members of those employees as defined in ESI Act, 1948 of these factories /
establishments drawing wages up to ₹21000/- per month (₹ 25,000/- for
persons with disability) are covered under the ESI Act and are eligible to avail
benefits available under the ESI Scheme.
Further, ESIC is continuously making efforts to develop in-house
specialty and super-specialty services by incorporating modern technologies in
ESI hospitals itself. Some of the measures taken are: enhancement of bed
strength, procurement of advanced medical equipment, establishing the
intensive care unit (ICU) / high dependency unit (HDU) facilities as per ESIC
guidelines, establishing new hospitals, use of unused land for upgradation and
expansion of hospital infrastructure as per needs and demands, upgradation of
user-friendly app for OPD appointments in order to streamline registration,
reduce waiting time, and enhance patient convenience etc. The details of ESIC
hospitals wherein bed strength has been upgraded based on ESI norms since
2014, State/UT-wise including Odisha and Punjab is at Annexure-I.
The State Government of Maharashtra has offered the land to
establish ESIC hospital at Palghar at a cost of around 4.32 Crore but the land
was in irregular shape and insufficient to construct the hospital and staff
quarter.
Under Sub Regional Office Mangaluru, as on 31.03.2024, there were
199500 Insured persons and 9824 employers. There were 120256 registered
employees and 131282 insured persons in Dakshina Kannada district.
State/district-wise details of proposals for setting up of ESI hospitals
across the country including Andhra Pradesh and Jaipur Rural Lok Sabha
Constituency received during 01.07.2024 to 30.06.2025 is placed at Annexure-II.
