SANJAY JAISWAL: SHRI KANWAR SINGH TANWAR: SHRI PRATAP CHANDRA SARANGI: SHRI PRAVEEN PATEL: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a)whether the Government has undertaken any review of the implementation and effectiveness of the Employment Linked Incentive (ELI) Scheme and if so, the details thereof; (b)the details of progress achieved in onboarding eligible establishments and beneficiaries along with number of employers and employees registered under the said scheme in the country, gender and State/UT- wise, including Maharashtra; (c)whether any measures has taken by the Government to strengthen digital verification, claim processing and coordination with employers for effective implementation of the said scheme and if so, the details thereof; (d)the details of the number of jobs generated under the said scheme so far, sector and State/UT-wise; (e)the manner in which the scheme is expected to promote formal employment generation and improve workforce participation across the country; and (f)the details of measures being taken by the Government to ensure greater participation of Micro, Small and Medium Enterprises (MSMEs) to improve formal employment generation and enhance awareness of the Scheme among eligible employers and job seekers? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (f): The Union Cabinet, on 1 July 2025, approved the Employment Linked Incentive (ELI) Scheme, titled the Pradhan Mantri Viksit Bharat Contd..2/-:: 2 :: Rojgar Yojana (PMVBRY), to promote employment generation, enhance employability, and strengthen social security across all sectors including MSMEs, with a particular focus on the manufacturing sector. The scheme has a registration period of two years from 01.08.2025 to 31.07.2027 and a budgetary outlay of ₹99,446 Crore for the period FY 2025-26 to FY 2031- 32. The scheme comprises two parts, i.e. Part A and Part B, and focuses on providing support to both employees and employers by way of incentives. Under Part A of the scheme, the first-time employees of both existing and new establishments shall be eligible for an incentive equivalent to one month’s EPF wage, subject to a maximum of ₹15,000. This incentive will be payable in two instalments during the first year of employment. The first instalment, up to ₹7,500, shall be disbursed after completion of six months of continuous employment. Eligibility for the second instalment shall arise after completion of twelve months of employment and successful completion of the prescribed Financial Literacy Programme. This second instalment shall be credited to an appropriate savings instrument/savings account for a specified period. Part B incentivizes employers by providing up to ₹3,000 per month for each additional employment sustained for at least 6 months for two years, with extended benefits for another two years for the manufacturing sector. The scheme aims to incentivise creation of more than 3.5 Crore jobs all across the country, over a period of 2 years. The scheme provides for incentives for 1.92 crore eligible first-time employees under Part A. Incentive for the creation of approximately 2.59 crore additional jobs to employers is provided for under Part B of the scheme. Comprehensive Scheme Guidelines, outlining the eligibility criteria for incentives to both employees and employers, have been issued. The scheme and its provisions have been widely disseminated through extensive outreach efforts across the country. A dedicated portal (pmvbry.epfindia.gov.in) has been developed to facilitate all scheme-related processes and for real-time monitoring of beneficiaries and sector-wise progress. For effective implementation of the scheme, a robust monitoring framework has been instituted. A steering Committee with representation from various labour-intensive and related Ministries/Department and an internal Executive Committee have been constituted to ensure effective monitoring of the scheme. Contd..3/-:: 3 :: The PMVBRY is a demand-driven scheme. Since the implementation of the scheme, an incentive amount of ₹744.58 crore has been disbursed to 13.18 lakh first-time employees under Part A, while ₹2,068.84 crore has been disbursed to 67,369 beneficiary establishments under Part B of the scheme, up to June 2026, across the country. The incentive is payable after 6 months of sustained employment. However, since the implementation of the Scheme, a total of 99,92,924 first-time employees have been enrolled under Part A, while 5,50,972 establishments have been registered under Part B across the country. The state-wise details of registrations, including the State of Maharashtra, are provided in Annexure-I. The incentives to employees are disbursed through the Aadhaar Bridge Payment System (ABPS) under the Direct Benefit Transfer (DBT) framework to their Aadhaar-seeded bank accounts, after due verification, including Aadhaar authentication and validation of Aadhaar- bank account linkage.
