EMPLOYMENT GENERATION IN MAHARASHTRA
735. DR. MEDHA VISHRAM KULKARNI:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) whether Government has monitored the progress of employment
generation and formalisation of jobs under the new Labour
Codes that are reported to have contributed to significant job
growth;
(b) if so, the details regarding registered employment increases,
reduction in unemployment rates and expansion of social
security coverage for workers in Maharashtra during the last
three years;
(c) whether any State-specific schemes or financial support have
been provided to industries in Maharashtra to facilitate
compliance with the new Code on Wages and Social Security
Code; and
(d) if so, the details of such support, the number of beneficiaries
and the outcomes achieved?

(a) to (d): The four Labour Codes viz., the Code on Wages, 2019, the
Industrial Relations Code, 2020, the Code on Social Security, 2020, and
the Occupational Safety, Health and Working Conditions (OSH) Code,
2020, which subsume 29 central labour laws, have been enforced with
effect from 21 November, 2025. The Codes strengthen the protection
available to workers, including unorganised workers.
The new Labour Codes are aligned to provide social security
coverage and employment safety nets with emerging technological and
economic realities which includes:(i) Universalisation of social security by extending coverage to
organized and unorganised workers including gig and platform
under the Code on Social Security, 2020, thereby strengthening
protection against employment-related vulnerabilities.
(ii) Labour protection measures, including re-skilling funds and
dispute resolution under the Industrial Relations Code, 2020, to
facilitate workforce adjustment during structural and
technological changes.
(iii) Adoption of digital systems, including electronic registration,
license, filing of returns and technology-enabled inspections to
ensure compliance.
The data on Employment and Unemployment is collected through
Periodic Labour Force Survey (PLFS) which is conducted by the Ministry
of Statistics and Programme Implementation (MoSPI) since 2017-18.
The survey period is July to June every year.
As per the data available in latest Annual PLFS Reports, the
estimated Worker Population Ratio (WPR), indicating employment, on
usual status for persons of age 15 years and above has increased from
46.8% in 2017-18 to 58.2% in 2023-24. Further, the Unemployment Rate
for the persons of age 15 years and above has decreased from 6.0% in
2017-18 to 3.2% in 2023-24.
The Ministry of Labour and Employment had launched e-Shram
portal on 26.08.2021 for creation of a Comprehensive National Database
of Unorganised Workers. The e-Shram portal is meant to register and
support the unorganised workers by providing them a Universal
Account Number (UAN) on a self-declaration basis. The Ministry of
Labour and Employment has also launched the e-Shram- ‘One-Stop-
Solution’ that entails integration of different social security/welfare
schemes at single portal i.e., e-Shram. This is envisaged to enable
unorganised workers registered on e-Shram to access social security
schemes and see benefits availed by them so far, through e-Shram. As
on 02.02.2026, 1.83 crores workers in Maharashtra have registered on
this portal.In addition, the Government is implementing Employment Linked
Incentive (ELI) Scheme named as the Pradhan Mantri Viksit Bharat
Rozgar Yojana to support employment generation, enhance
employability and social security across all sectors, with special focus
on the manufacturing sector. The scheme with an outlay of Rs 99,446
Crore aims to incentivize the creation of more than 3.5 Crore jobs in the
country, over a period of 2 years.
