EMPLOYMENT GENERATION THROUGH CENTRAL MARKET SCHEMES

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) the details of the total number of new employment opportunities
generated through central labour market schemes such as the
National Career Service, Prime Minister’s Employment Generation
Programme and National Institute of Career Service, year and
State/UT-wise;
(b) the details of the beneficiaries placed or supported through the said
programmes, gender and sector-wise;
(c) whether the Government maintains data on the number of informal
workers formalised through initiatives such as e-Shram or EPFO
registration, if so, the figures for the last three years and if not,
reasons therefor; and
(d) whether the Government has evaluated the quality and stability of
jobs created through these programmes and if so, the outcome
thereof?

(a) & (b): Ministry of Labour and Employment, Government of India, is
running the National Career Service (NCS) Portal which is a one-stop
solution for providing career related services including information on
jobs from private and government sectors, information on online &
offline job fairs, job search & matching, career counselling, vocational
guidance, information on skill development courses, skill/training
programmes etc. through a digital platform [www.ncs.gov.in].As on 14th July, 2025, more than 5.67 crore jobseekers have been
registered on NCS portal out of which 3.03 crore were male, 2.63 crore
were female, 1.55 lakh were not gender specified and 8535 were
transgender. Further, more than 6.49 crore vacancies have been
mobilized on NCS Portal. The Year-wise and State/UT wise details of
mobilized vacancies are available at
https://www.ncs.gov.in/_layouts/15/ncsp/ViewStaticReport.aspx.
Ministry of MSME, through Khadi and Village Industries Commission
(KVIC), is implementing Prime Minister’s Employment Generation
Programme (PMEGP) for assisting entrepreneurs in setting up of new
enterprises in the non-farm sector. It aims to provide employment
opportunities to traditional artisans/ rural and urban unemployed youth
at their doorstep.
Year-wise, State-wise, number of micro enterprises assisted under
PMEGP, and estimated employment generated during the last 3 financial
years i.e, from FY 2022-23 to FY 2024-25 is given at Annexure-I.
Gender-wise, Sector-wise number of micro enterprises assisted
under PMEGP, and estimated employment generated during the last 3
financial years i.e, from FY 2022-23 to FY 2024-25 is given at Annexure -
II (a), (b) & (c).
(c) & (d): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support the
unorganised workers by providing them a Universal Account Number
(UAN) on a self-declaration basis. As on 21th July 2025, over 30.95 crore
unorganised workers have already registered on eShram portal.
Employees’ Provident Fund Organization (EPFO) Payroll Data
indicates the level of employment in the formal sector. During the year
2020-21 to 2024-25, more than 5.99 crore net subscribers have joined
EPFO. Also, more than 7.67 crore newly registered employees, paid
contribution under Employees' State Insurance Corporation (ESIC) during
the year 2020-21 to 2024-25.
