(a) whether the employment in the unorganized manufacturing sector is actually
less than the level of 2010-11 shown by the Annual Survey of Unorganised
Sector Enterprises as shown in the comparison of 67th National Sample
Survey (NSS) round;
(b) if so, the details thereof;
(c) whether the Government has taken cognizance of the fact that the number of
workers in the unorganised manufacturing sector is decreasing despite the
increase in the number of such manufacturing establishments;
(d) if so, the reasons therefor; and
(e) the measures taken to reduce unemployment in the unorganised
manufacturing sector?

(a) to (d): Annual Survey of Unincorporated Sector Enterprises (ASUSE), which is
conducted by the Ministry of Statistics and Programme Implementation (MoSPI),
exclusively measures various economic and operational characteristics of
unincorporated, non-agricultural establishments in manufacturing, trade and other
services sector. The report along with details on number of people employed in the
unincorporated, non- agricultural enterprises, including manufacturing sector is

The KLEMS (K: Capital, L: Labour, E: Energy, M: Materials and S: Services) database
published by Reserve Bank of India (RBI) provides employment estimates, including
manufacturing sector, at all India level. As per the latest data of the database,
employment in the manufacturing sector increased to 6.31 crore in year 2022-23
compared to 5.52 crore in 2018-19. Total increase in employment during 2018-19 to
2022-23 is about 79.17 lakh in the manufacturing sector.(e): Employment generation coupled with improving employability including
employment in unorganised manufacturing sector is a priority of the Government.
Accordingly, Government is implementing various employment generation schemes/
programmes. These inter-alia include Prime Minister’s Employment Generation
Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee
Scheme (MGNREGS), Deendayal Antyodaya Yojana- National Rural Livelihoods
