Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the Government has notified the qualifying norms for
industries and employees to become eligible for availing of the Rs.
99,446 crores under Employment Linked Incentive (ELI) Scheme
announced recently and if so, the details thereof;
(b)whether any Pilot Project has been implemented by the
Government in this regard to assess the viability and success of
such a Scheme;
(c)if so, the details thereof and if not, the basis of fixing high targets
of 3.5 crores additional employment; and
(d)the details of consultations that the Government had with Trade
Unions before deciding on the ELI Scheme?

(a) to (d): The Union Cabinet, on 1 July 2025, approved the
Employment Linked Incentive (ELI) Scheme, titled the Pradhan Mantri
Viksit Bharat Rojgar Yojana (PMVBRY), to promote employment
generation, enhance employability, and strengthen social security
across all sectors, with a particular focus on the manufacturing
sector. The scheme was launched on 15th August 2025.
The Employees’ Provident Fund Organisation (EPFO) is the
implementing agency for the scheme. A dedicated portal
(pmvbry.epfindia.gov.in) has been developed to facilitate all scheme-
related processes.

Comprehensive Scheme Guidelines, outlining the
eligibility criteria for incentives to both employees and employers,
have been issued. The scheme and its provisions have been widely
disseminated through extensive outreach efforts across the country.
