EMPLOYMENT OPPORTUNITIES FOR RURAL YOUTHS
2970. Shri Sanjay Haribhau Jadhav:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of the role played by the National Rural Livelihood
Mission (NRLM) in skill development and enhancing employment
opportunities for rural youth in the country, State-wise
particularly in Parbhani, Maharashtra;
(b) whether any partnership has been made with private sector
institutions or Non-Governmental Organisations in this regard, if
so, the details thereof;
(c) the details of employment provided to youth under NRLM in
Parbhani Lok Sabha Constituency; and
(d) whether any partnership has been made between NRLM and
private sector institutions or NGOs in Parbhani Lok Sabha
Constituency and if so, the details thereof?

(a) & (b): Deendayal Antyodaya Yojana - National Rural Livelihoods
Mission (DAY-NRLM), Rural Skills Division is implementing the
following two Centrally Sponsored Schemes namely Deen Dayal
Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) & Rural Self
Employment Training Institutes (RSETI) in the field of skill
development for rural poor youth for their gainful employment with a
view to eradicate poverty in the country. A brief on the Schemes is
as under:
i. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY):
DDU-GKY is a placement-linked skill development program for rural
poor youth in the age group of 15-35 years. It empowers the rural poor
youth with employable skills and facilitates their participation in
regular labour markets, thus providing them with jobs having regular
Page 1 of 4monthly wages at or above the minimum wages. DDU-GKY guideline
provides social inclusion of SC/ST (50%), Women (33%), and PwDs
(5%). This programme is being implemented in 'project mode' by
sanctioning the projects to Project Implementing Agencies (PIAs)
through States. These PIAs may be any entity which is:
i. A Government or semi-government organization at the National
and State level,
ii. NGO registered with NITI Aayog,
iii. Registered under Indian Trust Acts or any State Society
Registration Act or any State Cooperative Societies or Multi-
State Cooperative Acts or the Companies Act 2003 or the
Limited Liability Partnership Act 2008, or SHGs and its
federations namely Cluster Level Federation/Block Level
Federation,
iv. more than three years old entity except Start-ups, etc.
ii. Rural Self Employment Training Institutes (RSETI): RSETI is a
poverty alleviation programme under DAY-NRLM and functions as a
strategic arm of the Skill India Mission, operating under MSDE’s
common norms to promote sustainable livelihoods with a minimum
70% settlement mandate. It focuses on self-employment and micro-
enterprise development, providing fully funded, largely residential,
short-term demand-driven training to rural youth aged 18–50 years,
along with handholding support for up to two years.
The scheme is implemented through a three-way partnership
between the Ministry of Rural Development, Sponsor Banks, and
State/UT Governments, with a mandate to establish one RSETI in
each district, managed by Lead Banks, supported by ₹2 crore
assistance for infrastructure.
The State-wise details of the candidates trained and placed/settled
under DDU-GKY & RSETI are given in Annexure-I & II respectively.
(c): The details of employment provided to youth under NRLM in
Parbhani Lok Sabha Constituency under DDU-GKY & RSETI since
