**Policy Summary: Pradhan Mantri Awas Yojana-Gramin (PMAYG)**
The Ministry of Rural Development is implementing the Pradhan Mantri Awas Yojana-Gramin (PMAYG) to address housing needs and generate employment in rural areas. Effective from April 1, 2016, PMAYG aims to provide assistance for the construction of 4.95 crore pucca houses with basic amenities by 2029. An additional 2 crore rural houses are targeted for construction between FY 2024-25 and 2028-29.
As of August 13, 2025, 4.12 crore houses have been allotted to States/Union Territories, with 3.85 crore houses sanctioned and 2.83 crore houses completed, against the cumulative target of 4.95 crore houses.
In addition to financial assistance, PMAYG provides employment opportunities for skilled and unskilled workers. The scheme offers 90-95 persondays of unskilled labor wages under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), supplementing the unit assistance for house construction. PMAYG also converges with other government programs to provide beneficiaries with access to piped drinking water, electricity, LPG connections, solar lanterns, cleaner cooking energy, and solar rooftops.
Construction of a house under PMAYG generates approximately 201 persondays of direct employment, broken down into 56 skilled, 34 semi-skilled, and 111 unskilled persondays. Over the past nine years (2016-2025), the construction of 2.829 crore houses has generated approximately 568 crore persondays of employment. The Rural Mason Training program under PMAYG has trained 2.97 lakh candidates to date, with some certified masons finding employment opportunities abroad. Indirect employment is also generated through the production and transportation of building materials for house construction.

EMPLOYMENT OPPORTUNITIES UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is addressing the issue of wage loss
suffered by beneficiaries during the construction of houses
under Pradhan MantriAwasYojanaGramin (PMAY-G);
(b) if so, the type of support being provided under the scheme to
compensate for wage loss;
(c) whether employment opportunities are being made available to
rural individuals under PMAY-G; and
(d) if so, the types of direct and indirect employment opportunities
generated through PMAY-G?

(a) to (d): In order to achieve the target of “Housing for All” in rural
areas, the Ministry of Rural Development is implementing Pradhan
MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April
2016 to provide assistance to eligible rural households with an
overall target to construct 4.95 crorepucca houses with basic
amenities by 2029. The Union Cabinet approved the implementation
of the Pradhan MantriAwaasYojana–Gramin (PMAY-G) for
construction of 2 crore additional rural houses during FY 2024-25 to
2028-29. As on 13.08.2025, out of the cumulative target of 4.95
crore houses, 4.12 crore houses have been allotted to the
States/UTs out of which 3.85 crore houses have been sanctioned
and 2.83 crore houses have been completed.
In addition to the financial assistance provided under PMAY-G,
the scheme has also created employment opportunities for both
skilled as well as unskilled workers through construction of houses

wages at the current rates is provided under Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGS) for
construction of house, over and above the unit assistance. The
PMAY-G converges with various Government programmes to provide
benefits of piped drinking water, electricity connection, LPG gas
connection, solar lanterns and cleaner cooking energy, solar roof top
etc. to the beneficiaries. The construction of a house under PMAY-G
generates direct employment of approximately 201 person-days,
which includes 56 skilled, 34 Semi-skilled, and 111 unskilled person-
days.
During the last nine years (2016-25) the construction of 2.829
crore houses has generated employment of around 568 crores of
person-days under the scheme. Under the Rural Mason Training
program of PMAY-G so far 2.97 lakh candidates have been trained.
Further, some of the well-trained certified masons also got
opportunities to work abroad in the construction field. Under PMAY-
G, the indirect employment is also generated through the production
of building materials and their transportation for the houses
construction.
