(a) whether the Government is running any specific programme
aimed at connecting rural women of Uttar Pradesh with self-
employment through Self-Help Group (SHG), startup training,
training of sewing and embroidery, digital learning and small

(b) if so, the details thereof particularly Uttar Pradesh including

(a) Yes. Deendayal Antyodaya Yojana – National Rural Livelihoods
Mission (DAY-NRLM), launched in June 2011, is a Centrally Sponsored
Scheme, which is being implemented in partnership of States and
UTs through their State Rural Livelihoods Mission (SRLM), with an
aim to reduce rural poverty, improve the livelihoods of rural poor and
organize rural poor households into the Self-Help Group (SHG), for
their social and financial inclusion. So far, 10.05 crore rural
households have been organised into 90.90 lakh SHGs in the country
including Uttar Pradesh.
Start-up Village Entrepreneurship Programme (SVEP), the sub-
scheme under the DAY-NRLM supports the Self-Help Group (SHG) and
their family members to set-up small enterprises in the non-farm
sector. Under SVEP, a total of 3.74 lakhs SHG members enterprises

supported and trained by the implementing agencies/Community
Resource Persons-Enterprise Promotion (CRP-EP).
The training strategy under the Mission is designed to
strengthen community institutions, improve financial literacy and
access to entitlements, enhance entrepreneurial skills and livelihood
diversification, greater inclusion of vulnerable groups through
awareness and sensitisation. The training focuses to build skill,
create knowledge and awarness among members, CRPs and
empower the community institutions like Self Help Groups, Village
Organizations, Cluster Level Federations, Farmer Producer
Organizations etc. through structured training modules using
pedagogy for adult learning. Training is conducted at multiple levels
– National, State, District, Block, and Village – for different target
groups. Modules are tailored to the needs of SHG members,
Community Cadres, Panchayati Raj Institution members and SRLM
staff on various aspects like Institution Building (IB), Financial
Inclusion (FI), Livelihoods (Farm and Non-Farm), Social Development
and Inclusion, Enterprise development and Value Chains etc. DAY-
NRLM has promoted about 5 lakhs e-bookkeepers and trained to
digitise SHG books of records.
(b): The district-wise details of SHG formed and SHG
members/women benefitted under DAY-NRLM in Uttar Pradesh,
including Baghpat district, are provided at Annexure 1.
(c): The details of the SHG members/women benefitted under the
DAY-NRLM in Uttar Pradesh including Baghpat Lok Sabha
