GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION RAJYA SABHA UNSTARRED QUESTION NO. : 2578 TO BE ANSWERED ON THE 16th March 2026 ENHANCE RUNWAY SAFETY AREAS 2578. SMT SULATA DEO Will the Minister of CIVIL AVIATION be pleased to state:- (a) whether steps are being taken to enhance runway safety areas and bird hazard management systems at airports in the State of Odisha; and (b) if so, the details thereof? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a) & (b): Aerodrome license is issued by Directorate General of Civil Aviation (DGCA) based on compliance with the requirements specified in Civil Aviation Requirements (CAR) Section 4, Series B, Part I, and regular inspections are carried out to ensure that aerodrome operator maintains the aerodrome in fit state to the satisfaction of DGCA during the whole period of currency of license. The inspection activities include airside infrastructure such as runway, taxiway, apron etc. Any deficiencies identified during inspections are required to be rectified by the aerodrome operator within a stipulated timeframe to ensure safe aircraft operations. As per requirements in Para 9.4 of CAR Section 4, Series B, Part I, aerodrome operators of licensed airports are required to develop Wildlife Hazard Management Plans (WHMP) and establish procedures to identify and mitigate the causes of bird-hit incidents. Measures such as deployment of bird detection and deterrence systems and other operational practices are implemented to manage wildlife hazards in and around airports. ******
