Will the Minister of HEALTHANDFAMILYWELFARE be pleasedtostate:
(a) whether the State Governments have requested the Union Government to enhance the
allocationof funds underthe National Health Mission (NHM),if so, the detailsthereof;
(b) the details of funds requested by the State Governments and funds proposed and allocated to
each State for implementation of Central Sector Schemes under NHM during the last three financial
years;
(c) whether the Union Government has convened a meeting of National Programme Coordination
Committee recentlytoreview the Central SectorSchemes,if so, the outcome thereof;
(d) whether various State Governments have requested the Union Government to increase the
central share for implementation of schemes under NHM, if so, the details thereof along with the
response of the Union Government thereto;and
(e) the present sharing patternfor implementationof Schemesunder NHMinthe country?

(a) to (e): With the objective of attainment of universal access to equitable, affordable and quality
health care services, the Ministry of Health & Family Welfare (MoHFW) is implementing National
Health Mission (NHM). Government provides technical and financial support to the States/UTs for
improvement in health infrastructure, availability of adequate human resources to health facilities, to
improve availability and accessibility to quality health care especially for the underserved and
marginalized groups. The detailsof State/UT-wise Central Release under the National Health Mission
(NHM) from F.Y.2022-23 toF.Y. 2024-25 isat Annexure.PublicHealth isa Statesubject, hence, the primaryresponsibility of providingbasic healthservices to
all the citizens of the country lies with respective State/UT Government. However, under NHM,
funds are released toStates/UTs under flexible pool ona lumpsum basis toprovide greaterflexibility
toStates/UTs toutilizethe funds aspertheirfelt needandpriorities. During the
National Programme CoordinationCommittee (NPCC) meetingsheldevery year,the proposals of
the States/UTs are discussed andfinalizedinconsultation with the State/UTswithin theiravailable
resource envelope.Based uponrecommendation of NPCC approvalsare awardedinthe form of
Record of Proceedings (RoP) & issued to respective States/UTs Governments. Approvals granted to
each State is referenced in the Record of Proceedings (RoPs) available at the below mentioned link:

Release of funds under NHM is subject to available resources and compliance by States/UTs of the
guidelinesprescribed inthisregard byDepartment of Expenditure,Ministry of Finance.
As per Department of Expenditure (DoE), Ministry of Finance D.O. No. 32/PSO/FS/2015 dated 28th
October, 2015 the funding will be shared 60:40 between the Centre and the State (90:10 for the 8
North Easternand3HimalayanStates) and100:0for UTswithout legislature.Annexure
