ENROLMENT UNDER PM-SYM IN UTTAR PRADESH
4119. MS IQRA CHOUDHARY:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of the total number of people registered on e-Shram
portal since 2020 in the country, State-wise including district and
social category-wise in Uttar Pradesh;
(b)the total number of people enrolled under Pradhan Mantri Shram
Yogi Maan-dhan (PMSYM) since 2020 in the country, State-wise
including district and social category-wise in Uttar Pradesh;
(c)the details of the number of workers registered on the e-Shram
portal who meet the eligibility criteria for the PM-SYM scheme but
have not been enrolled in the country, State-wise including district
and social category-wise in Uttar Pradesh; and
(d)the details of the number of awareness camps, mobilisation drives
and Common Services Centres (CSC)-led enrolment activities
conducted in Uttar Pradesh since 2020 to facilitate registration
under PM-SYM along with expenditure and outcome data for these
outreach efforts, district-wise?

(a) to (d): The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support
the unorganised workers by providing them a Universal Account
Number (UAN) on a self-declaration basis.
As on 12th August 2025, over 30.99 crore unorganised
workers have already been registered on eShram portal.
State- wise details of unorganised workers registered on
eshram portal till date is at annexure-I.

State-wise details of unorganised workers enrolled under
Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) till date is at
annexure-IV.
District and Social category-wise details of unorganised
workers enrolled under Pradhan Mantri Shram Yogi Maan-dhan (PM-
SYM) in Uttar Pradesh since 2020 is at annexure-V.
Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) is a
voluntary and contributory pension scheme for unorganised workers
registered on the eShram portal. eShram registrants in the age group
of 18 to 40 years whose monthly income is Rs. 15,000/- or less, and
not a member of EPFO/ESIC/NPS (Gov. funded) are eligible to enroll
under Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM).
Steps taken by the Government to facilitate registrations in
Uttar Pradesh among the unorganised workers:
i. Holding periodic review meeting with States/UTs.
ii. Regular meeting with Common Services Centre (CSC).
iii. To provide employment and skilling opportunities, eShram is integrated
with National Career Service (NCS) and Skill India Digital Portal.
iv. To offer one-stop search and discovery of the Government schemes,
eShram is integrated with myScheme portal.
v. SMS campaign to create awareness.
vi. Social media platforms are also being used to spread awareness among
workers to register on eShram. State Seva Kendras (SSKs) and services of
Common Service Centres are onboarded to facilitate assisted mode
registrations of unorganised workers.
vii. Registration camps and awareness drives are conducted for the
implementation and outreach of the e-Shram Scheme. These camps are
organised by Ministry from time to time in coordination with Common
Service Centre (CSC), Dattopant Thengadi National Board for Workers
Education and Development (DTNBWED) and State Labour Department.
Payment of Rs. 358 crores approximately has been made to CSC for
registration of unorganised workers on eShram portal till date.
