EPFO ISSUES

Will the Minister of Labour and Employment be pleased to state:
(a) the number of new members and establishments added to the
Employees’ Provident Fund Organisation (EPFO) during 2025 and
during the last five years, State-wise;
(b) the details of key reforms undertaken under EPFO 3.0, including
the rollout of Centralised Pension Payment System (CPPS) for
faster and error-free pension disbursal, auto-claim settlement up
to ₹5 lakh and simplified transfer procedures;
(c) the details of progress made under the Amnesty Scheme–2025,
including additional enrolments and eligibility of beneficiaries
under PM-VBRY; and
(d) whether any proposal exists to revise the minimum EPS pension
and if so, the details thereof?

(a): The details of the new members and establishments added
during the last five years and current year, state-wise are at Annexure
‘A’.
(b): EPFO 3.0 is a digital transformation initiative by EPFO, designed
to streamline processes and reduce paperwork, making it easier for
members to manage their social security accounts, faster claims
processing and management of all member services from a single
unified platform.

Implementation of CPPS:
The Centralized Pension Payments System (CPPS) Module has
been fully implemented across all field offices of EPFO w.e.f 1st
January 2025. CPPS establishes a centralized disbursement system
enabling expedited pension payment through branch of any
scheduled bank across the country. More than 70 lakh pensioners are
benefited through CPPS every month.
Auto Claim Settlement:
The auto claim limit was increased from Rs. 1 lakh to Rs. 5 Lakh
in June 2025. In the current financial year 3,52,20,199 claims up to
Rs 5 Lakh, have been settled in auto mode up to 25.02.2026. The auto
claim settlement system has significantly improved efficiency of
claim settlement. 71.37 per cent of total advance claims have been
settled in auto mode in the current Financial Year disbursing an
amount of around Rs.51,620 Crores.
Simplification of transfer process of account on change in
employment:
This new initiative introduced w.e.f. 19.01.2025 removes the
need for members to manually file transfer claims and eliminates the
requirement of routing the request through employer in majority of
cases. As on 25.02.2026, 70,54,895 auto transfer claims were auto
triggered without employees and employer’s intervention.
The requirement of approval of either the past or the present
employer for the transfer claims has been dispensed in KYC
compliant accounts. As on 25.02.2026, 21,39,247 transfer claims
were submitted by employees without employer’s intervention.
(c): The progress made under the Employee Enrolment Scheme
2025 is as under:

Total number of Universal Account Numbers (UANs) declared:
39,093
As per scheme design of PM-VBRY, the benefits are given after
completion of six months of eligibility i.e., from the month of March
2026.

(d): Employees' Pension Scheme, 1995 is a 'Defined Contribution-
Defined Benefit' Social Security Scheme. The corpus of the
Employees' Pension Fund is made up of (i) contribution by the
employer @ 8.33 per cent of wages; and (ii) 1.16 per cent contribution
from Central Government on wages up to Rs.15,000/- per month. All
benefits under the scheme are paid out of such accumulations. The
fund is valued annually as mandated under paragraph 32 of EPS, 1995.
The Government is providing a minimum pension of Rs.1000 per
month to the pensioners under the EPS, 1995 by providing budgetary
support, which is in addition to the budgetary support of 1.16 per cent
of wages provided annually towards EPS to Employees' Provident
Fund Organization (EPFO).
The Government of India is committed to provide a robust social
security coverage through EPF Scheme, 1952, EPS-95 and EDLI
Schemes being run by EPFO, to the members of these schemes,
taking into consideration the sustainability of the respective funds as
well as the future liabilities thereon.
