Parliament Question: Equal Opportunities Under PMIS for Rural and Urban Areas

Shri Biplab Kumar Deb: Will the Minister of CORPORATE AFFAIRS be pleased to state: (a) the data of internships offered and sanctioned under the Pradhan Mantri Internship Scheme (PMIS), State-wise; (b) the measures taken to ensure equal opportunities for internships among youth from rural and urban areas through the said scheme; (c) the impact of the scheme in reducing regional disparities in skill development and employment; (d) the details of mechanism in place to monitor the effectiveness of skill enhancement achieved through the scheme; and (e) the feedback received from the participating companies regarding the quality of trainees and its impact on improving the selection process of the said scheme? ANSWER MINISTER OF STATE OF THE MINISTRY OF CORPORATE AFFAIRS AND MINISTRY OF ROAD TRANSPORT AND HIGHWAYS [SHRI HARSH MALHOTRA] (a): The Prime Minister Internship Scheme (PMIS) announced in the Budget 2024- 25, aims to provide internship opportunities to one crore youth in top 500 companies in five years. As an initiation to this Scheme, Ministry of Corporate Affairs has launched a Pilot Project of the Scheme on 3rd October, 2024, which is targeted to provide 1.25 lakh internship opportunities in one year. In the first round of the Pilot Project, which commenced from 3rd October, 2024, more than 1.27 lakh internship opportunities were posted by the partner companies across 745 districts in all States/ UTs of the country. Against these, approximately 6.21 lakh applications were received from more than 1.81 lakh applicants. Based on the requirements sought by the Companies in the internship opportunities offered and the qualifications of the applicants, in the first round of the Pilot Project, partner companies made over 82000 internship offers, out of which over 28000 candidates accepted offers to join the internship. In the second round of the PM Internship Scheme Pilot Project, which commenced on 9th January, 2025, about 327 Partner Companies have posted over 1.18 lakh internship opportunities (new and edited unfilled opportunitiesof previous round) across 735 districts of the country. Over 4.55 lakh applications were received from over 2.14 lakh applicants, in this round. As on 23.07.2025, partner companies have made over 72000 offers to the youth and over 22800 offers have been accepted. Currently, rolling out of offers and the process of acceptances/ joining by interns is in progress. State-wise details of the number of internship opportunities posted by the companies and the number of offers made to the youth, in round I and II of the PMIS Pilot Project are given in Annexure. (b) & (c): The PMIS Portal which serves as a centralized platform for end-to-end Scheme implementation and management, is accessible in 12 different languages, to enhance inclusivity from different geographical regions of the country. As per the Guidelines of the PM Internship Scheme Pilot Project, a pool of candidates based on the number of applications received from all parts of the country, is shortlisted for each internship opportunity through the Portal, by matching the qualifications of the applicants with the qualifications sought by the company for that internship opportunity. The shortlisting process is aimed at promoting diversity and social inclusivity in the internship program through providing for representation of Scheduled Castes, Scheduled Tribes, Other Backward Classes as well as Persons with Disabilities in the shortlist sent to the concerned company for further selection as per their respective processes and criterion. Further, Ministry of Corporate Affairs is actively working with various stakeholders such as state governments, central government ministries & departments, industry and industry associations for promotion and implementation of the scheme. The Ministry is also carrying out Information, Education and Communication activities to reach out to the target groups across the country. (d): As per guidelines of the pilot project, a concurrent Monitoring, Evaluation and Learning (MEL) framework is provided to enable tracking of the outcomes as well as to ensure corrective actions during the course of implementation of the pilot project. Additionally, the Ministry of Corporate Affairs (MCA) is gathering feedback from various stakeholders to analyze the scheme’s impact as it continues to be implemented. (e): The guidelines of the pilot project state that the companies would follow their own mechanism for assessing the candidates on a periodic basis, and conduct continuous evaluation of the interns’ performance and conduct in accordance with their policies.
