This document is a response to Lok Sabha Starred Question No. 108, addressed on July 28, 2025, concerning Employees' State Insurance (ESI) hospitals in India. As of July 2025, there are a total of 166 ESI hospitals across India, with 61 run by the ESI Corporation and 105 run by State Governments. A state-by-state breakdown is provided in the annexure. Uttar Pradesh has the highest number of hospitals with 16, followed by Maharashtra (15) and West Bengal (14).
The policy also addresses the periodic revision of the upper salary limit for ESI scheme coverage. The last revision occurred on January 1, 2017, increasing the wage limit from ₹15,000 to ₹21,000 per month. The government undertakes revisions to include more employees under the ESI scheme periodically.

(c)whether the Government proposes to increase the upper salary
limit to include/cover more employees under the ESI schemes; and

PRABHA MALLIKARJUN REGARDING ESI HOSPITALS.
(a) to (d): Employees State Insurance Corporation (ESIC) provides
social security to the employees working in factories/ establishments
with 10 or more employees in the districts notified by the Central
Government. The employees and family members of those employees
as defined in ESI Act, 1948 of these factories / establishments
drawing wages up to ₹21000/- per month (₹ 25,000/- for persons with
disability) are covered under the ESI Act and are eligible to avail
benefits available under the ESI Scheme. The details of the ESI
hospitals, state/UT -wise is annexed.
The revision of wage ceiling (upper salary limit) is
undertaken periodically from time to time. The last revision in the
wage ceiling for coverage under ESI Act, 1948 was done w.e.f.
01.01.2017, wherein the wage limit was raised from Rs. 15,000/- per
month to Rs. 21,000/- per month.ANNEXURE
