Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a) whether the Government is aware of the ongoing challenges in
ESIC services in Nashik (Satpur), including payment delays to
empanelled hospitals, manpower shortages and missing records
of insured factory workers due to negligence by industry HR
departments and if so, the details thereof;
(b) whether the Government has taken any steps to resolve pending
payments, ensure regular fund disbursement and strengthen
medical services under ESIC in industrial areas like Nashik and if
so, the details thereof;
(c) whether the Government proposes to take action against the
industries failing to submit accurate employee records, which
deprives workers of ESIC benefits and if so, the details thereof;
(d)whether there are any plans to increase medical staff and
infrastructure in Nashik (Satpur) ESIC hospitals to meet rising
demand; and
(e)if so, the details thereof along with the reforms planned by the
Government to ensure timely services, transparency and
accountability?

(a) to (e): The employees and family members of the employees, as
defined in Employees State Insurance (ESI) Act 1948, of factories /
establishments drawing wages up to ₹21000/- per month (₹ 25,000/-
for persons with disability) are covered under the ESI Act, 1948.
Special survey drives are conducted for coverage of uncovered
factories / units / establishments. ESI Corporation has also issued
instruction to triangulate data from departments such as Employees
Provident Fund Organization (EPFO), Micro, Small and Medium

Enterprises (MSMEs) and other Government offices to identify
coverable units. A scheme viz. Scheme for the promotion of
Registration of the Employers and Employee (SPREE) has also
launched to promote registration of employers and employees from
1st July 2025 to 31st December 2025 to enhance coverage of
uncovered employees.
At present, a 100-bedded Employees’ State Insurance
Scheme (ESIS) Hospital is functional at Satpur, Nashik under the
administrative control of the State Government of Maharashtra. The
sanctioned post in this ESIS hospital is 241 out of which 126 posts
are filled up. To ensure the continuity of medical services, the post
of specialists, medical officers, nursing staff, etc. have been filled up
through contractual basis. In addition to this ESIS hospital, tie-up
arrangements are also in place with 4 hospitals for secondary care
and 8 hospitals for super-specialty services.
