GOVERNMENT OF INDIA MINISTRY OF LABOUR AND EMPLOYMENT RAJYA SABHA UNSTARRED QUESTION NO. 3141 TO BE ANSWERED ON 19TH MARCH, 2026 ESTABLISHING MCCs IN BIHAR 3141. DR. BHIM SINGH: Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: (a) whether it is a fact that Model Career Centers (MCCs) are established in only 20 out of 38 districts of Bihar under the National Career Service Project; (b) whether it is a fact that due to the lack of MCCs in the remaining 18 districts the benefits of job fairs, career counseling and industry linkage are not being equally accessible to the youth; and (c) whether any time-bound action plan, budgetary provision and district-wise targets have been set for establishing MCCs in all the 38 districts of the State and if so, the details thereof? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (c): The Government is implementing the National Career Service (NCS) project for transformation of the National Employment Service to provide a variety of career related services like job search & matching, career counselling, information on skill development courses, employability assessment, employability enhancement training etc. Under the NCS project 407 Model Career Centres (MCCs) have been approved by the Government in collaboration with States/ UTs. So far, 20 MCCs have been approved in the State of Bihar on the basis of proposals received from the State Government. These centres provide career related services such as organizing online/ offline job fairs, mobilize the employers, provide online/ offline career counselling at local level etc. in collaboration with State and other institutions to the jobseekers (including youth) and employers through outreach activities. *****
