In response to a parliamentary question regarding the establishment of an All India Institute of Medical Sciences (AIIMS) in Kerala, the Minister of State in the Ministry of Health and Family Welfare stated that the proposal has not been approved in the current phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). Under the PMSSY scheme, 22 AIIMS have been approved for establishment across the country in a phased manner. The Government of Kerala has proposed four sites for the establishment of AIIMS: Kinaloor in Kozhikode district, Kattakada Taluk in Thiruvananthapuram district, Kottayam district, and Ernakulam district. While the AIIMS proposal has not been approved, the government has approved the upgradation of the following Government Medical Colleges through the construction of Super Speciality Blocks (SSBs) on a Centre-State cost-sharing basis: Trivandrum Medical College (Trivandrum), TD Medical College (Alappuzha), and Kozhikode Medical College (Kozhikode). Additionally, Sree Chitra Tirunal Institute for Medical Sciences and Technology (SCTIMST), Trivandrum, has also been approved for upgradation via a Super Speciality Block (SSB) on a cost-sharing basis between the Ministry of Health & Family Welfare and the Department of Science and Technology, Government of India.

(a) whether the Government has taken any concrete steps towards establishing an All India
Institute of Medical Sciences (AIIMS) in Kerala, given the State’s high patient load,
increasing disease burden, and demand for advanced tertiary healthcare, if so, the details
thereof;
(b) whether any location has been identified or proposals received from the Government of
Kerala regarding landallocation or infrastructure for setting upthe said institute andif so,
the status of evaluationand approvalof such project;
(c) whether the Government has conducted any feasibility study or gap analysis to assess the
need for AIIMS in central/southern Kerala, especially in densely populated regions
lackinga premiercentral medicalinstitute, if so, the details thereof; and
(d) whether the Government is likely to consider prioritising the State of Kerala, which
despite itshealth indicesand population density, remainsone of the fewStateswithout an

(a) to (d) Under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) All India Institute of
Medical Sciences(AIIMS)are setupindifferentpartsof thecountryinaphased manner.
Till date, establishment of 22 AIIMS have been approved under the Scheme.
Government of Kerala has identified and proposed four sites at following locations for
the establishment of AIIMS inthe State:(i) Kinaloor inKozhikode district (ii)Kattakada
Taluk in Thiruvananthapuram district (iii) Kottayam district (iv) Ernakulam district. The
proposal hasnot beenapprovedincurrent phase of PMSSY.Further, for strengthening and upgrading of tertiary healthcare facilities in Kerala,
underanothercomponentof PMSSYupgradation of following Government Medical Colleges
have been approved by way of construction of Super Speciality Blocks (SSBs) on Centre-
State cost sharing basis: (i) Trivandrum Medical College, Trivandrum (ii) TD Medical
