ESTABLISHMENT OF ESI DISPENSARY AT BALUSSERY
2364. SHRI M K RAGHAVAN:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the Government is aware that the approval granted for
establishing an Employees' State Insurance (ESI) Dispensary at
Balussery in Kozhikode district has been suspended or kept in
abeyance and if so, the reasons therefor;
(b)whether the Government is aware that a large number of insured
workers and their dependants in the Balussery region are
compelled to travel long distances to access the ESI medical
facilities due to the non-establishment of the proposed dispensary
and if so, the reasons therefor;
(c)whether the Government has received any representation from the
State Government of Kerala, public representatives or workers'
organisations seeking restoration of the approval for the
establishment of Balussery ESI Dispensary; and
(d)if so, the details thereof and the action taken thereon?
ANSWER

(a) to (d): Employees' State Insurance Corporation (ESIC)
Headquarters had accorded in-principle approval for establishment of
an ESI Dispensary at Balussery in Kozhikode district. However, as the
Government of Kerala could not operationalise the dispensary, the in-
principle approval was withdrawn by ESIC on 20.02.2026.
Subsequently, the Government of Kerala requested to
reconsider ESIC for establishment of the Balussery ESI Dispensary
which was not acceded to by ESIC.

At present, the Insured Persons and their dependants in
the Balussery region are availing primary medical care through the
ESI Dispensary at Eranhipalam. Further, ESIC has approved a policy
for utilization of State Government Community Health Centres
(CHCs), Primary Health Centres (PHCs) and District Hospitals with a
view to provide medical care in underserved areas. Subject to the
consent of the State Government, these facilities may be utilized for
providing immediate medical care and benefits to Insured Persons
and their dependants.
