Will the MINISTER OFHEALTHAND FAMILYWELFARE be pleased to state:
(a) whether it is a fact that the establishment of District Integrated Public Health Laboratories (IPHLs)
in every district of the country is one of the major components of the PM-Ayushman Bharat Health
Infrastructure Mission (PM-ABHIM) and ifso, the details thereof;
(b) whether the Government has sanctioned additional IPHLs due to administrative reorganisation and
increasing healthcare requirements in various States of the country and if so, the details of funds
allocated and laboratories approved, State-wise particularly in Maharashtra; and
(c) whether the Government has any proposal to establish/operationalise IPHLs in tribal and
underserved districts of Maharashtra including Nandurbar to strengthen disease surveillance, testing
and public healthcare infrastructure and if so, the details thereof?

(a) to (c): Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a Centrally
Sponsored Scheme (CSS) with certain Central Sector (CS) components, has been implemented to
strengthen India's public health system through reforms that integrate health service delivery, public
health action and health research, thereby enhancing the capacity of public health systems to effectively
respond to pandemics and other public health emergencies. One of the major components of the CSS
component under PM-ABHIM is the establishment of Integrated Public Health Laboratories (IPHLs) in
districts tostrengthen diagnostic capabilitiesanddisease surveillance.
Under CSS component of the scheme, a total of 730 Integrated Public Health Laboratories
(IPHLs) were initially provisioned across the States/UTs. However, in view of administrative
reorganisation and based on proposals received from the States to address emerging healthcare
requirements, additional IPHLs have been approved in certain States. Administrative approvals have so
far been accorded for the construction/strengthening of 744 IPHLs, including 168 IPHLs in Tribal
Districts, under PM-ABHIM. The State/UT-wise details of units approved and budget approved under
the IPHLcomponentof PM-ABHIM are placedat Annexure.
Under the CSScomponent of the scheme,administrative approval hasbeen accordedtothe State
of Maharashtra for construction/strengthening of 36IntegratedPublicHealthLaboratories (IPHLs), with
one IPHLapproved in each of the 36 districts, including Nandurbar, based on the proposal submitted by
the State.
As per the information provided by the State Government, the approved IPHLs in Maharashtra
include four Aspirational Districts, namely Nandurbar, Washim, Gadchiroli and Dharashiv, and five
Tribal Districts, namelyNandurbar, Palghar,Gadchiroli, Nashik andAmravati.Annexure
