Parliament Question: Establishment of Medical College in Pratapgarh

SHRICHANDRAPRAKASH JOSHI: Willthe Ministerof HEALTH AND FAMILYWELFARE be pleasedtostate: (a) whether there is any proposal under consideration or sanctioned by the Government to establish a medicalcollegeinPratapgarh district of Rajasthan; (b) if so, the detailsof the approval status, estimated cost, land availability, progress of construction and the likelydate of commencement of the said medicalcollege; (c) if not, whether the Government proposes to establish a medical college in the said district in future, if so, the detailsthereof; (d) whether the Government is implementing any special scheme for strengthening health services in tribal-dominateddistricts of the country; and (e) if so, the details of such schemes, the sanctioned budget, appointment of human resources, upgradationof medicalfacilitiesand status of infrastructure development? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SMT.ANUPRIYAPATEL) (a) to (e): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. The fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10 for North Eastern and Special Category States, and 60:40 for others. Under the Scheme, all the envisaged 157 Government Medical Colleges have been approved including twenty- three (23) medical collegesin Rajasthan. Out of these four (04) medical collegesare intribal dominated areas. The details of medical colleges approved in Rajasthan are at Annexure. As per guidelines of the Scheme,managementandoperationof the medicalcollegesapprovedunderthe scheme istobedone by theStateGovernment. Additionally, the Ministry of Health and Family Welfare supports States/UTs in strengthening public healthcare services, including in tribal-dominated districts, under the National Health Mission (NHM) through Programme Implementation Plans (PIPs) with relaxed norms for tribal and hilly areas suchaslowerpopulationnormsforhealthfacilities(SHC,PHC&CHC),flexibleASHAdeploymentetc. Further, to cover left-out villages, the Ministry is implementing interventions under PradhanMantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) andDharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) in concerned States/UTs. Under PM JANMAN, the interventions include provision of Mobile Medical Units (MMUs) in left-out tribal villages, deployment of ANMs in Multi- Purpose Centres (MPCs) with basic drugs and diagnostics under NHM, and saturation of Particularly Vulnerable Tribal Group (PVTG) beneficiaries under Pradhan Mantri Jan Arogya Yojana (PMJAY). As of February, 2026, a total of 815 MMUs are operational in 16 States providing basic health services to left-out PVTGvillages. Similarly, under DA-JGUA, the Ministry providesMMUs for left-out villagesunder NHM and Ayushman Cards for uncovered tribal households under PMJAY. As of February, 2026, a total of 320 MMUs have beenre-routedtocovervillages not havinghealthcarefacilitieswithin 10km.
