Parliament Question: Establishment of New Central Educational Institutions in Hazaribagh

Shri Manish Jaiswal: Will the Minister of EDUCATION be pleased to state: (a) whether the Government has any proposal to establish new central educational institutions such as Kendriya Vidyalayas, Navodaya Vidyalayas, Central Universities, IITs/IIITs/Polytechnic or Skill Development Centres in the Hazaribagh Lok Sabha Constituency; (b) if so, the details thereof and the timeline for its implementation; and (c) if not, whether the Government proposes to consider such institutions in view of the growing population of students in the region, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-Military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. Proposals for opening of new KVs may be sponsored by Ministries or Departments of the Government of India/State Governments/ Union Territories Administrations, with commitment to provide requisite extent of land, free of cost and suitable rent-free temporary accommodation for setting up a new KV, as per Kendriya Vidyalaya Sangathan (KVS) norms. KVs are not opened on the criteria of State/UT/Parliamentary Constituency/District. As per information received from KVS, presently, 41 KVs are functioning in the State of Jharkhand, out of which 05 KVs are functioning in the Hazaribagh Lok Sabha Constituency namely (i) KV, BSF Hazaribagh; (ii) KV, Barkakana; (iii) KV, Patratu; (iv) KV, Ramgarh Cantt.; and (v) KV, Bhurkunda.The Government of India has sanctioned 85 new KVs in December 2024 across the country, including 02 KVs in the State of Jharkhand, namely (i) Barwadih, District Latehar (Railway) and (ii) Dhanwar Block, District Giridih. Further, 57 new KVs were sanctioned in October 2025 across the country, including 02 KVs in Jharkhand, namely (i) 106 Battalion RAF/CRPF Complex, District East Singhbhum and (ii) Barkatha, District Hazaribagh. As per information received from KVS, proposal for opening of a new KV at Hazaribagh Lok Sabha Constituency of Jharkhand has not been received from the concerned State Government/District Administration. The Navodaya Vidyalaya Scheme envisages for opening of one Navodaya Vidyalaya (NV) in each district of the country. Opening of new NVs is a continuous process which depends on the willingness of the concerned State Government/UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed. Sanction and opening of new NVs depends on approval by the competent authority as per extant procedures. At present, 26 NVs are functioning in the State, including 01 NV each in Hazaribagh and Ramgarh districts under Hazaribagh Lok Sabha Constituency. Central Universities are envisaged to function more as pace setter institutions to provide academic leadership to other institutions in the region. A Central University has been established in the State of Jharkhand i.e. Central University of Jharkhand. Besides Central University, there are several other higher educational institutions in Jharkhand such as Indian Institute of Technology (Indian School of Mines), Dhanbad; Indian Institute of Information Technology, Ranchi; Indian Institute of Management, Ranchi; National Institute of Technology, Jamshedpur and National Institute of Advanced Manufacturing Technology (NIAMT), Ranchi which also caters to the educational as well as the aspirational needs of the students. At present, the thrust is on consolidation of the higher education system. Expansion is to be mainly done by scaling up capacity of the existing institutions in place of setting up new institutions. ‘Education’ being a concurrent subject, the State Governments are also taking various initiatives to provide greater access to higher education in their respective states.As per the information received from Ministry of Skill Development and Entrepreneurship (MSDE), under the Government of India’s Skill India Mission (SIM), the MSDE delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) scheme, National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills. Further, the schemes of MSDE are demand driven and the Training Centres are set up or engaged on need basis. The University Grant Commission (UGC) had approved 06 Higher Educational Institutions (HEIs), in the State of Jharkhand, including 01 in Hazaribagh Lok Sabha Constituency namely Annada College (Hazaribagh), to offer skill-based programmes under the National Skills Qualification Framework (NSQF) during the academic year 2020–21. *****
