SHRI ANIL FIROJIYA: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether there is any proposal or plan of the Government to establish a Sports University in Madhya Pradesh with the objective of providing high-level training to athletes and if so, the details thereof; (b) whether the Government is considering the establishment of Sports Colleges or Sports Schools for classes 6 to 12 in various divisions of the said State to ensure talented athletes receive training from the primary level; (c) if so, the policy, budget provision and timeline fixed by the Government for the establishment of such Sports Universities and Sports Colleges; (d) whether the Government is formulating any plan to ensure that sports hostels, coaches, playgrounds and modern training facilities are made available in every district or division and if so, the details thereof; (e) whether the Government proposes to establish Universities or Colleges through the private sector or Public-Private Partnership (PPP) mode; and (f) if so, the details thereof and if not, the reasons therefor? MANSUKH MANDAVIYA] (a) Presently, there is no proposal under the consideration of Government of India for establishing a Sports University in Madhya Pradesh. The National Sports University (NSU), which was set up in 2018 at Imphal, Manipur caters to students and athletes from all States/UTs of the country including those from Madhya Pradesh. (b) to (d) The Central Government is presently not considering establishment of Sports Colleges or Sports Schools for classes 6 to 12 in various divisions of the State of Madhya Pradesh. ‘Sports’ being a State subject, the primary responsibility for developing Sports and sports-related education in the country lies with the respective State and Union Territory Governments. The Union Government only supplements their efforts by bridging critical gaps. The Ministry of Youth Affairs and Sports implements the following schemes for development of sports in the country, including at the primary level: i. Khelo India – National Programme for Development of Sports; ii. Assistance to National Sports Federations (NSFs); iii. Cash Incentives to Medal Winners in International Sports Events and their coaches; iv. National Sports Awards; v. Pension to Meritorious Sportspersons; vi. Pandit Deendayal Upadhyay National Welfare Program for Sportspersons; vii. National Sports Development Fund; viii. Running Sports Training centres through Sports Authority of India (SAI); and ix. National Centre for Sports Science and Research (NCSSR). Details of the above schemes are available in the public domain on the websites of this Ministry and the Sports Authority of India. Further, the Khelo India Scheme and National Sports Development Fund (NSDF), implemented by this Ministry, under which financial assistance Page 2 of 3for development of sports infrastructure like sports hostels, playgrounds etc. is provided are demand-driven schemes. The proposals received from the State/ UT Government and other eligible entities, are considered for financial support, subject to their completeness, technical feasibility and availability of funds under the scheme. (e) & (f) The Government is actively promoting Public–Private Partnerships (PPP) in the sports sector with a view to mobilizing additional financial and technical resources for the holistic development of sports in the country. The Government encourages corporate entities to channelize their Corporate Social Responsibility (CSR) funds into the sports sector through the National Sports Development Fund (NSDF) for supporting infrastructure, training, and allied services. However, at present no such proposal to establish Universities or Colleges through the private sector or Public-Private Partnership (PPP) mode is under consideration of the Ministry of Youth Affairs and Sports. **** Page 3 of 3
