SHRI BENNY BEHANAN: Will the Minister of TOURISM be pleased to state: (a) whether the Government has conducted any audit or evaluation of infrastructure deficiencies in major tourist circuits developed under the Swadesh Darshan, Pilgrimage Rejuvenation and Spiritual Augmentation Drive (PRASAD) and Incredible India schemes; (b) if so, the details thereof; (c) the list of tourist circuits developed under Swadesh Darshan, Swadesh Darshan 2.0, and PRASAD schemes across the country, since the year of their launch, State-UT-wise; (d) the details of the budget allocated and utilized under the said schemes since 2015, circuit and State-UT-wise; and (e) whether any proposals for upgradation, repair, or completion of pending works have been submitted by the State Governments, including Kerala, if so, the details thereof? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (e): The Comptroller and Auditor General (CAG) of India conducted a performance audit of the Swadesh Darshan Scheme, covering the period from 2014–15 to 2021–22. The audit examined various aspects of scheme formulation, planning, implementation, monitoring, and outcomes. The report highlighted observations relating to project selection, feasibility assessments, infrastructure development, and utilisation. This audit report was tabled in Parliament in 2023.Development and Promotion of tourist destinations and tourism products is primarily undertaken by the respective State Government/ Union Territory (UT) Administration. However, the Ministry of Tourism through its central sector schemes of ‘Swadesh Darshan(SD)’, Swadesh Darshan 2.0 (SD2.0)’, ‘Challenge Based Destination Development (CBDD)’ – a sub-scheme of Swadesh Darshan and ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ complements the efforts of tourism infrastructure development by extending financial assistance to the State Governments/UT Administrations; subject to availability of funds, adherence to scheme guidelines, submission of Detailed Project Reports (DPRs) by the State Government etc. In addition, Government of India under its initiative for ‘Special Assistance to States for Capital Investment (SASCI)’ has also provided financial assistance to the States for development of tourism projects. Swadesh Darshan 2.0 scheme follows a destination-centric approach aimed at developing sustainable and responsible tourism destinations. The focus is on new proposals that are aligned with the revised framework and priorities identified through a challenge-based selection process. While the scheme does not specifically cover previously sanctioned projects under earlier versions, States/UTs may submit proposals as per the scheme’s eligibility criteria, and such submissions are considered based on merit, alignment with scheme objectives, and availability of resources.
