(a) the number of Ayushman Arogya Mandirs (AAMs) operationalised in Bihar since the
scheme’sexpansion in 2023;
(b) whether urbanprimaryhealth centresinPatnahave beenupgradedunderthisinitiative;
(c) the financial assistance provided for strengthening diagnostic and telemedicine facilities;
and
(d) the steps taken to ensure availability of trained medical personnel and essential medicines
inupgradedhealthcentres?
ANSWER

(a) to (d): As reported by States/UTs on AAM portal, a total of 1.84 lakh Ayushman Arogya
Mandirs (AAMs) have beenoperationalized by strengthening Sub-health Centres(SHCs) and
Primary Health Centres (PHCs) in the country, which deliver 12 expanded range of
comprehensive primary healthcare services encompassing preventive, promotive, palliative,
rehabilitative, and curative care. 12,382 AAMs have been operationalized in Bihar so far, as
reported by the State and of which 430 AAMs including 29 Urban PHCs are functional in
Patna.
The National Health Mission (NHM) provides support for improvement in health
infrastructure, human resources in health facilities, availability and accessibility to quality
healthcare across the country including Bihar. The Ministry of Health and Family Welfare
(MoHFW) provides technical and financial support to the States/UTs to strengthen the public
healthcare system, based on the proposals received in the form of Programme
Implementation Plans (PIPs) under NHM. Approval is accorded to the proposals in the form
of Record of Proceedings (RoPs) as per norms & available resources. The details of RoPs

connectivity are available at all AAMs. Under Free Drugs and Free Diagnostics Service
Initiative, Government of India provides financial support to States/UTs for 106 drugs & 14
diagnostic tests at SHC-AAM and172drugs & 63tests at PHC-AAM level.
The teleconsultation services, available at all operational AAMs across the country including
Bihar, enables people to access the specialist services closer to their homes addressing
concernsof physical accessibility, shortage of service providersandtofacilitate continuumof
care.Total teleconsultations conductedat AAMs are 44.08crore,ason28.02.2026,across the
country.
For SHC-AAM, operational guidelines for AAMs provide for Community Health Officer
(CHO), Auxiliary Nurse Midwife (ANM) andMultipurpose worker -Male alongwith ASHAs
in the catchment area. For PHC-AAM, the norms provide for Medical Officer, staff nurses,
pharmacist, Health Assistants and Lab technician. States carry out regular recruitment
process asperthe vacancyandprovide skill based/in service training.
