Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the Government has undertaken any special campaign or any
measures to promote the registration of employees and employers
under the Employees' State Insurance Corporation (ESIC) and to enroll
workers from unorganised sector and newly employed workers;
(b)if so, the details thereof, State/UT-wise and district-wise for Himachal
Pradesh, particularly in Shimla Lok Sabha Constituency;
(c)the details of the steps taken by the Government to improve and
expand medical infrastructure and healthcare access for ESIC
beneficiaries in the country, State/UT-wise, including Shimla Lok
Sabha Constituency of Himachal Pradesh, Sidhi Lok Sabha
Constituency of Madhya Pradesh, Nabarangpur Lok Sabha
Constituency in Odisha and West Champaran district of Bihar;
(d)the details of the total number of hospitals and dispensaries
operational under the ESIC along with doctors and staff serving in
Bhopal and Sehore districts of Madhya Pradesh; and
(e)the details of the measures taken by the Government to strengthen
social security and healthcare benefits for workers through ESIC?

ANSWER

(a) to (e): The Employees' State Insurance Corporation (ESIC) has
launched the Scheme to Promote Registration of Employers/Employees
(SPREE 2025) from July, 25 to January, 26. Under the Scheme, a one-
time opportunity was provided to employers and employees of organised
sectors who may have been inadvertently left out from ESI coverage to
register without concern for retrospective coverage or punitive action.
Total 1,38,718 new employers and 1,12,72,772 employees have been
added during the Scheme till 31.01.2026.
Details of State/UT wise employers and employees
registered during the Scheme period are at Annexure-I whereas district-
wise details of Employer & Employee registered during the Scheme
period in Himachal Pradesh including Shimla district are at Annexure-II.
ESIC has undertaken several initiatives across the country
to strengthen healthcare infrastructure, improve access to quality
medical services and enhance social security benefits for ESI
beneficiaries. These include enhancement of bed strength, procurement
of advanced medical equipment, establishment of ICU/HDU facilities,
operationalisation of new hospitals and dispensaries, empanelment of
private and super-specialty hospitals, upgradation of digital platforms
for OPD appointments, Aadhaar-based authentication for delivery of
benefits, online submission of cash benefit claims, collaboration with
Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) for
providing secondary and tertiary healthcare services where ESIC
facilities are not adequately available.
ESIC has also recently operationalised/upgraded hospitals at
Ompora (Jammu & Kashmir), Doddaballapur (Karnataka), Sriperumbudur
(Tamil Nadu), Surat (Gujarat), and expanded hospitals at Sanath Nagar
(Telangana), Beltola (Assam) and Rajamahendravaram (Andhra
Pradesh).
ESIC has taken various steps to strengthen healthcare
infrastructure and improve access to quality medical services for ESI
beneficiaries in Himachal Pradesh, Madhya Pradesh and Odisha. These
include operationalisation of a new ESIC Hospital at Kala Amb (Shimla
Lok Sabha Constituency), establishment of a Dispensary-cum-Branch
Office (DCBO) at Manali, sanction of a 30-bedded (extendable up to 100
beds) ESIC Hospital at Una, and provision of ₹1.89 crore during 2025-26
for procurement of modern medical equipment in Himachal Pradesh.
To enhance access to specialised healthcare, 66 private hospitals,

including 10 in Shimla, and 31 Super Specialty Treatment (SST) hospitals
have been empanelled to provide cashless secondary and tertiary
medical care. In Madhya Pradesh, a DCBO has been sanctioned in Sidhi
and medical services are being provided to ESI beneficiaries through
State CHCs and PHCs under an MoU with the State Government. Further,
the ESI Scheme has been implemented in the entire Nabarangpur district
of Odisha, where medical facilities are being provided through the mIMP
Scheme.
At present, 01 hospital and 03 dispensaries are operational
in the district of Bhopal, Madhya Pradesh with total serving strength of
59 doctors, 53 Nursing staff and 48 Paramedical staff. At present, there
are no Hospitals and dispensaries functional under ESIC in Sehore
District of Madhya Pradesh.
