**Executive Summary**
This document summarizes the expansion of the railway network across India, specifically addressing proposals received from states. It details sanctioned railway infrastructure projects, focusing on Rajasthan and Tamil Nadu, and their associated costs and lengths. The document acknowledges land acquisition delays in Tamil Nadu as a key impediment. The report was commissioned following question number 791 to the Minister of Railways and answered on 04.02.2026.
**Key Points / Main Content**
* **Nationwide Railway Infrastructure:**
* As of 01.04.2025, 431 railway infrastructure projects are sanctioned across Indian Railways, including 154 New Line, 33 Gauge Conversion, and 244 Doubling projects.
* The total length of these projects is 35,966 Km, costing approximately ₹6.75 lakh crore.
* During FY 2020-21 to FY 2025-26, 290 projects of total length 13,176 Km costing ₹2,60,756 Crore have been sanctioned.
* **Rajasthan Railway Projects:**
* Projects in Rajasthan are covered by North Western, North Central, Northern, and Western Railway zones.
* As of 01.04.2025, 28 Railway projects in Rajasthan (13 New Lines, 5 Gauge Conversion, and 10 Doubling) with a total length of 3,409 Km, costing ₹43,918 crore are sanctioned.
* Recent budget allocation for infrastructure and safety works in Rajasthan for 2025-26 is ₹9,960 crore, nearly 15 times the allocation for 2009-14.
* 59 surveys (25 new line & 34 doubling) of total length 5,666 Km falling fully/partly in the State of Rajasthan have been sanctioned in the state of Rajasthan during the last three years (2022-23, 2023-24, 2024-25 and 2025-26).
* **Tamil Nadu Railway Projects:**
* Projects in Tamil Nadu are covered under Southern, South Central, and South Western Railway zones.
* As of 01.04.2025, 15 projects (9 new line, 3 gauge conversion, and 3 doubling) of 1,700 km length, costing ₹22,808 Crore, are sanctioned.
* Recent budget allocation for infrastructure and safety works in Tamil Nadu for 2025-26 is ₹6,626 crore, more than 7.5 times the allocation for 2009-14.
* 29 surveys (06 new line and 23 doubling) covering a total length of 2,501 km has been sanctioned falling fully/partly in the State of Tamil Nadu during the last three years (2022-23, 2023-24, 2024-25 and 2025-26).
* **Land Acquisition Challenges in Tamil Nadu:**
* Execution of projects in Tamil Nadu is delayed due to land acquisition issues.
* Out of the total land required (4,326 ha), only 1,052 ha (24%) has been acquired, with 3,274 ha (76%) remaining to be acquired.
* Specifically, the Tindivanam-Tiruvannamalai new line (71 km) project faces significant land acquisition delays, with only 33 out of 276 hectares acquired.
* The Rameshwaram - Dhanushkodi new line (18 km) project could not be started because the land acquisition has not been undertaken by the State Government of Tamil Nadu.
* **General Information:**
* Railway projects are surveyed, sanctioned, and executed zone-wise, not state/district-wise.
* Zone-wise and year-wise details are available on the Indian Railway's website.
* Project sanction depends on traffic projections, connectivity, and augmentation of congested lines.
* Completion depends on land acquisition, forest clearance, utility shifting, clearances, geological conditions, and law & order.
**Impact Analysis**
**Stakeholder: Government of India (Ministry of Railways)**
**Impact:** Responsible for planning, sanctioning, and executing railway expansion projects across the country. Land acquisition delays in some States are hindering project progress.
**Action Required:** Continue to monitor project progress, allocate funds, delegate powers, follow up with State Governments, and address land acquisition issues to ensure timely project completion.
**Stakeholder: State Governments (Rajasthan & Tamil Nadu)**
**Impact:** Railway projects within their territories are expected to enhance connectivity and infrastructure, contributing to economic development. Delays in land acquisition could lead to missed development opportunities.
**Action Required:** Expedite land acquisition processes, provide necessary support for project implementation, and coordinate with the Ministry of Railways to resolve any issues.
**Stakeholder: Citizens (General Public)**
**Impact:** Improved railway connectivity can enhance transportation options, reduce travel times, and boost economic opportunities for the general public. Project delays could defer these benefits.
**Action Required:** Stay informed about railway development projects in their regions and engage with local authorities to support project implementation.
