(a) whether the Government proposes to expand the utilisation profile of the
Members of Parliament Local Area Development Scheme (MPLADS) funds for
Public Sector Undertakings by expanding the scope of the present eligibility
portfolio and guidelines;
(b) if so, the details thereof;
(c) whether many Government organisations are not utilising the MPLADS
funds due to lack of knowledge in using the e-SAKSHI portal among other
requirements; and
(d) if so, the steps taken by the Government in this regard?

(a) & (b) As per the MPLADS Guidelines 2023, the provisions for utilization of
funds under MPLADS and engagement of Implementing Agencies are given
under:
As per Para 5.1.2 of MPLADS Guidelines, 2023, MPLADS funds can be
used for creation of immovable public assets on Government owned land,
and movable public assets for Government owned and Government
controlled institutions only, i.e. the Central, State/UT and local
Governments, including Government aided institutions. In addition, MPLADS funds can be used for providing assistance to Bar
Associations, Registered Societies and Trusts, and Cooperative
Societies subject to specific conditions stipulated under Chapter 6
of MPLADS Guidelines, 2023
Para 3.2.10 of the MPLADS Guidelines, 2023 stipulates that the
Implementing District Authority shall make the selection of an
appropriate Implementing Agency through which a particular work is to
be executed. The selection of the Implementing Agency shall be
undertaken in accordance with the State Government rules/ guidelines
applicable for the purpose. Central Government agencies, viz. CPWD,
NBCC etc., can also be designated as an implementing agency. However,
it shall be mandatory to select the Central Government Ministries/
Organizations (like Railways, Archeological Survey of India, etc.) as
Implementing Agency for works pertaining to their domain.
(c) & (d) All States and Union Territories (UTs) have been successfully
onboarded and trained on the eSAKSHI portal. To further strengthen user
familiarity and effective utilization of the platform, the Ministry regularly
organizes workshops, webinars, and hands-on training sessions for
stakeholders, including State/UT representatives and Members of Parliament
(MPs). These capacity-building initiatives are ongoing and are organized based
on requests received from various States and UTs, ensuring continued support
and engagement across all levels. So far Ministry has conducted 52
Workshops/trainings, 39 physical Workshops and 13 online webinars for the
stakeholders of the MPLADS.
Additionally, kiosks are set up during each Parliament session (since the
Monsoon Session 2023) to assist MPs with MPLADS processes and eSAKSHI
portal. A helpdesk operates from 10 AM to 6 PM on all working days during
session period to support MPs and stakeholders, ensuring they have access to
necessary resources for smooth fund utilization. The Ministry has also made
user manuals and instructional videos for the eSAKSHI portal and made
available to the Stakeholders.
