FACILITIES FOR UNORGANISED WORKERS DURING DISASTERS
AND EPIDEMICS

Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the livelihood of workers, labourers and employees
working in the unorganized sector across the country has been
adversely affected during the last five years and the current year
due to epidemic/natural disasters and other reasons in Uttar
Pradesh, particularly in Shravasti and Balrampur aspirational
districts;
(b)if so, the steps taken by the Government and State Governments
so far to provide relief, assistance and re-employment to such
affected workers, labourers and employees along with the number
of such people benefited;
(c)whether the Government has ensured that all eligible workers of
the said districts have registered on the e-Shram portal and got the
assistance thereon, if so, the details thereof; and
(d)if not, the number of such workers which have been registered on
e-Shram portal or have not been able to get assistance thereon
along with the various special measures being taken by the
Government for them?

(a) to (d): The primary responsibility of disaster management rests
with the State Government concerned. The Central Government,
wherever required, supplements the efforts of the State Governments
by providing logistic and financial support in cases of natural
disasters of severe nature.

The State Governments provide financial relief to the
affected people in the event of notified natural disasters which
includes floods and landslides, from the State Disaster Response
Fund (SDRF), already placed at its disposal, in accordance with
approved items and norms of Government of India. However, in the
event of disaster of a severe nature additional financial assistance is
extended from the National Disaster Response Fund (NDRF), as per
laid down procedure, which includes an assessment based on the
visit of an Inter-Ministerial Central Team (IMCT). The financial
assistance provided under SDRF and NDRF is by way of relief and not
for compensation.
The Ministry of Labour and Employment launched eShram
portal (eshram.gov.in) on 26th August 2021 for creation of a
comprehensive National Database of Unorganised Workers (NDUW)
seeded with Aadhaar. eShram portal is meant to register and support
the unorganised workers by providing them a Universal Account
Number (UAN) on a self-declaration basis.
As on 29th July 2025, over 30.97 crore unorganised
workers have already registered on eShram portal. State-wise and
year-wise details of unorganised workers registered on eShram portal
during the last three years including current year is at annexure-I.
The guidelines to process accidental death/ disability
claims on eShram through ex-gratia, in line with Pradhan Mantri
Suraksha Bima Yojana (PMSBY), were issued on 24.08.2023. As per
the guidelines, unorganised workers registered on eShram between
the period from 26.08.2021 and 31.03.2022 and those who met with
an accident during the aforesaid period shall be entitled for Rupees
Two lakh in case of accidental death or total irrecoverable disability
and Rupees One lakh in case of partial irrecoverable disability.
