Parliament Question: Faculty and Support Staff in AIIMS

MOHAMMAD JAWED: Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to state: (a) whether it is a fact that approximately 2,000 faculty posts and 15,000 support staff posts are currently vacant across various All India Institutes of Medical Sciences (AIIMS) in the country, if so, the details thereof; and (b) the manner in which the Government ensures effective functioning of these institutes and the fulfilment of the objectives for which they were established? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRI JAGAT PRAKASH NADDA) (a) & (b) AStatement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLYTO LOK SABHA STARRED QUESTION NO. 486* FOR 27TH MARCH, 2026 (a) & (b) Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aims at correcting regional imbalances in the availability of affordable tertiary healthcare services and to augment facilities for quality medical education in the country. Under the Scheme, setting up of 22 new All India Institute of Medical Sciences (AIIMS) across the country has been approved, out of which 18 AIIMS are functional with OPD, IPD and teaching-learning facilities and the remaining 4 AIIMS are under different stages of operationalisation. As per All India Institute of Medical Sciences Act, 1956 (as amended in 2012), the Institute Body is the apex statutory authority responsible for steering the overall governance of the Institute. The Governing Body acts as the executive committee responsible for managing the affairs of the Institute. In addition, the Institute may constitute Standing Committees viz. Standing Finance Committee, Standing Selection Committee, Standing Academic Committee etc. for discharge of various functions. The details of sanctioned, filled and vacant faculty and non-faculty posts in various operationalAIIMS,areatAnnexure. Creation of posts and recruitment is a continuous process. Filling up of vacant faculty/non-faculty positions is contingent on various factors including availability of suitable/eligible/qualified doctors/health professionals, reservation roster, location of the Institute etc. In order to expeditiously fill vacant sanctioned positions in the AIIMS, following special measures have been taken by the Ministry of Health and Family Welfare: (i) Standing Selection Committee (SSC) has been constituted in each Institute as per the provision of their respective Act for selection of faculty etc. Each Institute is mandated to conduct four meetings of the SSC in a year. (ii) Provision has been made for engagement of retired faculty at the level of Professor, Additional Professor and Associate Professor, on contract basis, in new AIIMS, up to the age of 70 years from Institutes of National Importance (INIs) and Government Medical Colleges (GMCs).(iii) Visiting Faculty Scheme has been formulated to allow Professors, Additional Professors and Associate Professors, who are holding academic positions in Government Institutions within India or academic Institutions outside India, to be the Visiting Faculty in new AIIMS for teaching purposes. (iv) Nursing Officer Recruitment Common Eligibility Test (NORCET) is conducted by AIIMS Delhi for recruitment of Nursing Officers for various AIIMS twice a year. (v) Common Recruitment Examination (CRE) in 2025 was conducted by AIIMS Delhi twice in the year for recruitment to Group B and C non-faculty positions in various AIIMS. (vi) The Institute of National Importance Combined Entrance Test (INI-CET) for selection of Junior Residents (Academic) and the Institute of National Importance Super Speciality (INI-SS) Exam for selection of Senior Residents (Academic) for various AIIMS are conducted by AIIMS Delhi twice a year. *****ANNEXURE The Status of Faculty and Non-Faculty positions in all AIIMS Faculty position Non-Faculty position Sl.
