It provides data on farmer enrollment, claim settlement, delays, and grievance redressal under PMFBY as of October 31st, 2025. The data covers the period from 2020-21 to 2024-25 and includes district-wise details. **Key Points / Main Content** * **Enrollment and Claim Settlement (2020-21 to 2024-25)**: * District-wise data for Madhya Pradesh and Maharashtra is provided in Annexure-I and Annexure-II, respectively. * The data includes the number of farmer applications enrolled, applications benefitted with claims, claims paid, and claims pending. * **Claim Settlement Timelines and Delays**: * Most claims are settled within 21 days of receiving required yield data from the respective State Government. * Delays in claim payments are primarily due to: * Delays in providing the State Government's share of the subsidy. * Non-payment/delayed payment or underpayment due to incorrect/delayed submission of insurance proposals by banks. * Discrepancies in yield data and resulting disputes between the State Government and insurance companies. * Pending claims due to these issues are settled upon resolution as per scheme provisions. * **Complaints/Grievances and Resolution (January 2025 to November 27, 2025)**: * Details of complaints received and resolved through the Krishi Rakshak Portal and Helpline (KRPH) in Madhya Pradesh and Maharashtra. * Complaint types include claims, enrollment, general issues, and personal information. * Resolution percentages are provided for each complaint type. * **Penal Action**: * A penalty of 12% is auto-calculated and levied on insurance companies for untimely payments, as per PMFBY Operational Guidelines via the National Crop Insurance Portal (NCIP) w.e.f. Kharif 2024. **Impact Analysis** * **Farmers in Madhya Pradesh and Maharashtra** * **Impact**: Access to crop insurance benefits under PMFBY is affected by enrollment rates, claim settlement speed, and grievance resolution efficiency. Delays in claim settlements directly impact farmers' financial stability and trust in the scheme. * **Action Required**: Monitor claim settlement progress, utilize the Krishi Rakshak Portal and Helpline (KRPH) for grievance redressal, and ensure timely submission of required documentation. * **State Governments of Madhya Pradesh and Maharashtra** * **Impact**: Responsible for timely providing their share of subsidies and accurate yield data, impacting claim settlement speed. Disputes with insurance companies can lead to delays. * **Action Required**: Ensure prompt subsidy payments, accurate data provision, and effective dispute resolution mechanisms. * **Insurance Companies** * **Impact**: Obligated to settle claims within stipulated timelines based on state government data. Penalties are levied for delays in payment, which directly impacts their financial outcomes. * **Action Required**: Expedite claim settlements based on accurate data, improve communication with stakeholders, and adhere to PMFBY guidelines to avoid penalties. * **Banks** * **Impact**: Responsible for submitting insurance proposals correctly and on time. Errors in submission lead to delays or rejection of claims and impact farmer satisfaction. * **Action Required**: Ensure the accuracy and timely submission of insurance proposals to facilitate smooth claim processing for farmers.
