FEATURES AND OBJECTIVES OF PM-VBRY
2329. SHRI JASHUBHAI BHILUBHAI RATHVA:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of key features and objectives of the Pradhan Mantri
Viksit Bharat Rozgar Yojana (PM-VBRY) including sectoral focus
and target job creation;
(b)the details of registration and onboarding mechanism for
establishments and workers including employer incentives and
digital portal integration;
(c)whether the Government has planned any monitoring or
assessment framework to evaluate the outcomes of the scheme
including its impact on employment levels and formal sector
absorption; and
(d)if so, the details thereof?

(a) to (d): The Union Cabinet, on 1 July 2025, approved the
Employment Linked Incentive (ELI) Scheme, titled the Pradhan Mantri
Viksit Bharat Rojgar Yojana (PMVBRY), to promote employment
generation, enhance employability, and strengthen social security
across all sectors, with a particular focus on the manufacturing
sector.
The scheme has a registration period of two years from
01.08.2025 to 31.07.2027 and has a budgetary outlay of ₹99,446
Crore.
The scheme comprises of two parts i.e. Part A and Part B
and focuses on providing support to both employees and employers
by way of incentives.

Under Part A of the scheme, the first-time employees of
both existing and new establishments shall be eligible for an
incentive equivalent to one month’s EPF wage, subject to a
maximum of ₹15,000. This incentive will be payable in two
instalments during the first year of employment. The first instalment,
up to ₹7,500, shall be disbursed after completion of six months of
continuous employment. Eligibility for the second instalment shall
arise after completion of twelve months of employment and
successful completion of the prescribed Financial Literacy
Programme. This second instalment shall be credited to an
appropriate savings instrument/savings account for a specified
period.
The scheme aims to incentivise creation of more than 3.5
Crore jobs all across the country, over a period of 2 years. The
scheme provides for incentives for 1.92 crore eligible First time
employees under Part A. Incentive for creation of approximately 2.59
crore additional jobs to employers is provided for under Part B of the
scheme.
The Employees' Provident Fund Organisation (EPFO) is the
implementing agency for the scheme. A dedicated portal
(pmvbry.epfindia.gov.in) has been developed to facilitate all scheme-
related processes.
As on 29.07.2026, a total of 5,52,327 establishments have
been registered across the country under the Pradhan Mantri Viksit
Bharat Rojgar Yojana (PMVBRY).
For effective implementation of the scheme, a robust
monitoring framework has been instituted. A Steering Committee
with representation from various labour intensive and related
Ministries/Department and an internal Executive Committee have
been constituted to ensure effective monitoring of the scheme.
The Scheme also provides for a mid-term evaluation for
necessary course correction and an end-term evaluation to assess
the Scheme outcome by a third party.
